Minimum Qualifications Bachelor’s degree and eight years of experience* relevant to energy efficiency and/or clean energy programs, which must include experience serving Low- to Moderate-Income (LMI) customers and customers of historically underserved communities. This must include experience relating to the design, development and implementation of programs and policies targeting these customers. Candidate should also have a robust understanding of the various federal and State public assistance programs available to this customer segment and demonstrate success in engaging with these customers/communities to improve program delivery. Candidates must also possess strong managerial and communications skills.

Ideal candidates will have the ability to manage multiple complex projects often with challenging timelines, support strategic initiatives within the Department and in coordination with other State agencies, develop strategies and oversight mechanisms to improve services delivered through the Public Serviec Commission’s directives to advance energy affordability and access to clean energy for LMI customers and customers of historically underserved communities. Experience working for or with government and regulatory agencies on LMI-related issues and policies is strongly preferred. Master’s degree in economics or engineering preferred.

Substitutions: four years of specialized experience or associate’s degree and two years of specialized experience may substitute for bachelor’s degree; J.D. or master’s degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.

Duties Description The Low to Moderate Income (LMI) and Disadvantaged Communities (DAC) Project Director, NS-M5, will lead the LMI and DAC focused clean energy work, including initiatives in energy efficiency, building electrification, transportation electrification, and distributed renewables and will lead the Department activities related to statutory responsibilities of delivering benefits to DACs, as outlined in Climate Leadership and Communities Protection Act (CLCPA). This position will reside within the Office of Markets and Innovation (OMI) and, under the supervision of senior staff will perform duties that include, but are not limited to:
• Managing the overall LMI/DAC initiatives on a day-to-day basis, coordinating with other DPS offices and New York State (NYS) agencies.
• Directly supervising Department staff in OMI; Mentoring and aiding in the development of junior staff to further cultivate subject matter expertise in this area and expanding the Department’s oversight and regulatory capacity.
• Providing oversight and engagement in the design, implementation, and tracking of over $1 Billion of ratepayer funded programs administered by New York’s Investor-Owned Utilities and the New York State Energy Research and Development Authority (NYSERDA) to ensure improved services are delivered to New York’s LMI customers. This will include developing of necessary metrics to improve accountability of these programs, as well as ensuring these efforts are in alignment with and work in tandem with the Public Service Commission’s Energy Affordability policy and goals.
• Developing and executing an effective plan for the Department’s activities to ensure compliance with the CLCPA’s DAC requirements including engagement, assessment, and evolution of current activities.
• Planning, convening, and moderating technical conferences and stakeholder meetings and translating input received into policy/program design recommendations.
• Addressing a variety of utility and NYSERDA filings including bringing through the State Administrative Procedure Act (SAPA) rule making process, reviewing stakeholder feedback, developing recommendations, and finalizing Public Service Commission (Commission) orders.
• Representing the Department in inter-agency initiatives related to LMI and DAC, such as the Low-Income Energy Task Force, etc.
• Developing and presenting recommendations to the Commission that balance the numerous and complex issues at the intersection of LMI/DAC access to clean energy and energy affordability.
• Directing market and policy research, identifying best practices from programs and policies within and outside of NYS, and transferring this knowledge to improved programs and policies under the Commission’s jurisdiction.
• Identifying and developing effective approaches to the coordination of federal funds targeting LMI/DAC clean energy programming available to NYS with ratepayer funded LMI/DAC programming.

Additional Comments The primary location for this position is either Albany or New York City, New York with at least 10% travel, which may vary depending on location. If the position is filled in New York City location, the salary range above would increase by the Downstate Adjustment of $3,026.
