Minimum Qualifications You must be currently reachable on the appropriate eligible list for a State Program Examiner 1 (Systems), eligible under the 55 b/c program (see below), or eligible to transfer to this title under Section 70.1 or 70.4 of the Civil Service Law.

70.1 Transfer:
For a 70.1 transfer to a State Program Examiner 1 (Systems), SG-18, you must have one year of permanent competitive service in an approved 70.1 title allocated to a SG-16 or above and at least

70.4 Transfer:
For a 70.4 transfer to a State Program Examiner 1 (Systems), SG-18, you must:
• have one year of permanent competitive service in a position allocated to a SG-16 or above; and
• meet the current open competitive minimum qualifications for this title; and
• have standing on the open competitive decentralized exam list, #20-778.

For a 70.4 transfer to a State Program Examiner Trainee 1 (Systems), you must:
• have one year of permanent competitive service in a position allocated to a SG-12 or above; and
• meet the current open competitive minimum qualifications for this title; and
• have standing on the open competitive decentralized exam list, #20-723.

Appointments via transfer must not result in a second, consecutive transfer with an advancement of more than two S-grades or one M-grade.

Duties Description Performs Audits
Under the supervision of an Information Systems Auditor 1, performs audits and reviews of information systems and technology in accordance with applicable auditing standards; analyzes and evaluates the adequacy, effectiveness, security, integrity and efficiency of information systems and technology; analyzes and evaluates internal controls, perform general and application audits of various computer systems throughout New York, operational practices and system development activities; researches laws, regulations, policies, procedures and systems documentation to achieve audit objectives; provides support to other audit staff using less complex computer tools and techniques across various platforms; uses computer assisted auditing tools and techniques across various platforms to meet audit objectives; obtains audit evidences by gathering and analyzing information, interviewing agency officials and preparing work papers documenting tasks to achieve the audit objectives; prepares preliminary audit findings and discusses findings with agency officials; may supervise less experienced auditors


Supervision
May assist in the supervision of other examiners, trainees or students providing guidance and support by evaluating working papers for completeness, accuracy, and adequacy of supporting documentation; staff who consistently demonstrate competent skills may be assigned as a lead auditor and supervise those tasks performed by trainees and/or students assistants on assignments that management considers to be small, low risk or fairly routine.


Miscellaneous
May perform tasks assessing program risks to plan potential audits, work on special projects or audit research efforts and may also assist in a variety of other areas supporting the audit work.
