Minimum Qualifications Permanent status as an Addictions Program Specialist 3, G-25 and interested in reassignment; OR reachable for permanent appointment on the current Civil Service eligible list for Addictions Program Specialist 3; or eligible for transfer under Section 70.1 of the Civil Service Law (i.e., Addictions Program Specialist 2).

Duties Description The Addiction Program Specialist 3 (APS3) – Statewide Operations, will:
1. Assume primary responsibility for the oversight, monitoring, and management of Justice Center incidents for all Regional Offices.
2. Assume primary responsibility for managing the oversight and monitoring function in the Vulnerable Persons Central Registry (VPCR), collecting CAPs from providers, and reviewing CAPs to ensure appropriate corrective measures have been proposed and implemented prior to closing the incident.
3. Maintain both the VPCR Mailbox and the Oversight and Monitoring Mailbox and will act as the liaison with the Justice Center on all matter pertaining to active incidents and information sharing.
4. Develop policies, procedures, and internal controls to ensure a standardized incident management process and will evaluate incident closures to confirm compliance.
5. Assist in coordinating the annual Program Performance Reviews for both Upstate and Downstate Districts, collect reports from Specialty Bureaus and distribute to the appropriate Regional Offices.
6. Maintain and improve, as necessary, the systems that track the progress of various ongoing Regional Office activities and assignments using various data systems; including but not limited to the VPCR, State Aid Budget Reporting System (SABRS), Health Commerce System (HCS), Client Data System (CDS).
7. Provide training and technical assistance to Regional Office staff as needed.
8. Provide support to the Upstate and Downstate Regional Office staff through the analysis, development, and preparation of materials to support the administration of various Regional and Statewide activities and decision-making processes.
9. Work in conjunction with the Statewide and/or Regional Coordinators on various administrative tasks.
10. Represent OASAS and Regional Operations on various committees, workgroups, and special projects as assigned.
11. Supervise professional level staff including Regional Office Program Manager(s).
