Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 52.6, 70.1, 70.4** of the Civil Service Law. *
**70.4 Transfer: Candidates must have one year of permanent competitive or 55b/c service at the SG-11 or above AND possession of a bachelor’s degree AND standing on the Professional Career Opportunities (PCO) or Public Administration Transition (PATT) eligible list.
PCO Appointment: Individuals with a score of 100 or above on the Professional Career Opportunities (PCO) eligible list are encouraged to apply.
*Successful completion of a two-year traineeship leads to appointment as a Contract Management Specialist 1, SG-18.

Duties Description The selected candidate will be responsible for the contract administration activities pertaining to various agency programs including, but not limited to: Naturally Occurring Retirement Community Programs (NORCs), Retired and Senior Volunteer Program, and Foster Grandparent Program, under the supervision of the Aging Services Program Coordinator. Specific duties may include:
• Initiate, review, and recommend approval of contracts and purchase orders for various state and federal programs.
• Complete the review and approval of budget modifications, extensions, and other contract modifications from a programmatic perspective.
• Monitor and evaluate contractor adherence to various program requirements. Provide technical assistance to contractors in necessary areas.
• Train and advise grantees on requirements of programs and related contracting issues. Provide technical assistance in preparation of funding applications and related documents, and appropriate recordkeeping.
• Work with fiscal and other agency staff on an ongoing basis to jointly discuss and resolve problems or issues with the administration of contracts.
• Maintain program quarterly and annual report data spreadsheets. Complete all necessary follow up with grantees to ensure program compliance.
• Conduct monitoring of programs and services, involving interviews with local staff, officials, older individuals, Advisory Council members and others about program activities.
• Maintain records of NORC Service areas.
• Perform other related duties including preparation of ad hoc reports, participation in intra-agency work committees and development and implementation of new programs and related policies and procedures.
• Other duties as assigned.
