Minimum Qualifications MINIMUM QUALIFICATIONS:
Reassignment: Candidates must have one year of permanent competitive or 55b/c service as an Information Technology Specialist 3.
Eligible List Appointment: Candidates must be reachable on the Civil Service eligible list for this title. If you are on the Civil Service eligible list for this title, you may receive a canvass letter. You must complete and return it as instructed on the letter.
Section 70.1 Transfer: Candidates must have one year of permanent competitive or 55b/c service in any of the following titles: Chief Computer Officer, Information Technology 3 (Data Communication), Information Technology 3 (Database), Information Technology 3 (Systems Programming), Information Technology 4, Information Technology 4 (Operations), or Mapping Technologist 3.
Section 52.6 Transfer: Candidates must have one year of permanent competitive or 55b/c service in a title allocated SG-21 or higher eligible to transfer under Section 52.6 of the Civil Service Law.

55b/c Appointment: This position is eligible for 55b/c designation and is subject to verification of applicant eligibility. Candidates must possess the minimum qualifications and a current 55b/c eligibility letter.
Duties Description The New York State Education Department’s (NYSED) Office of Cultural Education (OCE) is seeking candidates for an Information Technology Specialist 3 position in the Information Technology Services Office. The incumbent of this position will support all program areas of OCE under the direction of an Information Technology Specialist 4. This position will provide overall support and coordination for maintaining desktop computers, peripheral equipment, and software applications in the OCE. Duties of this position include, but are not limited to, the following:
• Respond to Help Desk trouble calls for computer-related problems via phone, remote control, or visit to customer’s desk in person;
• Create work orders via the Footprints system and provide updated inventory data;
• Direct staff to perform add, change, or delete work order requests for software, equipment, new employees, transfers and staff moves, including identifying and copying user data from old to new computer;
• Manage equipment delivery for staff and office relocations and collection of old equipment to be reassigned or recycled;
• Run Data recovery software on staff computers;
• Direct the unpacking, configuration, setup, and delivery and deployment of new computer equipment, and coordinate with office staff receiving new computers;
• Install and configure software and other upgrades according to NYSED standards from NYSED servers and supplied images;
• Troubleshoot PC, laptop, printer and other hardware problems (scanner, external drive, etc.);
• Analyze office computer needs and make recommendations to NYSED managers on how to deploy or redeploy equipment in the most efficient manner;
• Evaluate new PC related hardware and software and maintain knowledge for deployment and explain to users at a high level how to use it;
• Coordinate activities with other technology units and business partners through clear, accurate and timely communication;
• Develop SharePoint applications to support business needs;
• Manage multiple projects concurrently and meet established goals; and
• Execute procurements of hardware and software equipment and services.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent appointment. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. Verification of degree will be required at the time of interview for all candidates.
This position leads to a maximum salary of $100,342 based on annual performance advances.
