Most candidates join our team through the Budget Fellow career track, which does not require a civil service exam. Starting salaries are based on education and experience:
Budget Fellow I: Salary of $51,849. Requires a Bachelor’s degree.
Budget Fellow II: Salary of $56,774. Requires a Master’s degree; OR, a Bachelor’s degree and one year of relevant experience.
Budget Fellow III: Salary of $61,423. Requires a Doctoral degree; OR, a Master’s degree and one year of relevant experience; OR, a Bachelor’s degree and two years of relevant experience; OR, a Bachelor’s degree and three years of professional experience including one year of relevant experience.
Qualifications/Skills:
Applicants must have strong quantitative, analytical, and writing skills; perform well independently and as part of a team; communicate clearly and concisely; and have significant experience in Microsoft Excel and Word.
Duties Description The successful candidate will serve on a three-person team responsible for development, negotiation, and execution of the $4.7 billion All Funds budget for the Office of Mental Health (OMH). Specifically, the candidate will be responsible for the OMH State Operations budget, which totals $1.7 billion and funds a workforce of over 13,600 FTEs, and the OMH Capital budget, which totals $709 million. OMH operates 24 psychiatric facilities across New York State, providing over 3,800 inpatient beds for adult, children, and youth, Forensic and Sex Offender populations. The agency also operates over 80 outpatient clinics, roughly 1,300 residential beds, and a range of outpatient programs in New York State prison settings.
Responsibilities of the Budget and Policy Analyst on the OMH State Operations Team would include, but are not limited to:
• Analyzing spending patterns to identify trends and make recommendations to ensure compliance with current year cash projections and developing budget initiatives to reach targets;
• Tracking and assessing monthly service utilization and census counts at the 22 Psychiatric Centers (PCs) and two Research Institutes;
• Evaluating and developing recommendations for various State Operations transactions, including agency spending and personnel requests;
• Monitoring the continued transition of individuals with mental illness to more integrated community-based settings; and
• Evaluating and developing recommendations for capital development projects at OMH State facilities and voluntary-operated community-based programs.
