Minimum Qualifications Current New York State employee with one year or more of qualifying permanent service in a position allocated to Grade 21 or above and eligible for transfer under Section 70.1 or 52.6 of the Civil Service Law.

Duties Description The incumbent of this position will work under the general supervision of the Cannabis Program Specialist 3 and will analyze, determine, collect, and plan information needed for the Office of Cannabis Management (OCM) to prevent social divisions, injustices, and inequities.

Duties will include, but not be limited to:

• Advise on policies governing Office of Cannabis Management Social and Economic Equity, licensing programs, and supply chain initiatives, ensuring alignment with the Offices priorities.
• Conduct quantitative analysis to drive licensing policy based on past and present cannabis market trends.
• Track the outcome of the Economic Development unit’s projects and initiatives for participation, efficiencies and other performance metrics.
• Collaborate with other units in the agency to develop a data collection scheme that measures Equity efforts internally.
• Create predictive models using financial data and market data.
• Select the appropriate methods to follow in analyzing and evaluating data, considering the character and sources of data and the statistical tools to be used.
• Evaluate data sources to determine any limitations in terms of reliability or usability.
• Pretest questionnaires, facilitate focus groups, and evaluate surveys to ensure their accuracy, reasonableness, and relevance developed for the study of public health and mitigation of potential harms.
• Identify actual or potential problem areas, trends, program accomplishments, and additional key factors in the cannabis programs being studied.
• Analyze and interpret statistical data to identify significant differences in relationships among sources of information.
• Assess the statistical methods and procedures used to obtain data to ensure validity, applicability, efficiency, and accuracy.
• Identify relationships and trends in data, and any factors that could affect the results of the research of harm reduction.
• Identifies new program needs, considering agency goals and other relevant conditions and trends, and the effects of actual or proposed legislation. Evaluates the effectiveness of alternative or corrective actions being considered for various programs.
• Prepares comprehensive finished reports covering all phases of the study, the interpretation of results and recommended courses of action. May disseminate results at statewide or national level.
• Prepare forecasts of factors directly related to and affecting OCM program operations for use in program planning activities.
• Provides technical advice, consultation, and guidance on operating programs to staff, agency officials, and others.
• Develops and recommends changes in objectives, policies, and procedures to improve program effectiveness.
• Present results of studies or investigations to OCM management, covering conclusions and recommendations based on the evaluations made.
• Advise OCM staff and others on the improvement of program effectiveness, the interpretation of study findings relevant to an agency program, and implications of policy or legislative changes on affected program.
• Perform a full range of supervisory duties.
