Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, Grade 25, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 2, Grade 25, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: Experience in managed health care, knowledge of Medicaid, Medicare and health insurance, excellent supervisor skills.

Duties Description Candidate will supervise the Medicaid Managed Care Complaint Investigation Unit and report directly to the Director of the Bureau of Consumer Services (BCS). Responsibilities include: work actively with complaint investigators to ensure complaints are accurately depicted in the complaint database, essential information has been collected and necessary steps are taken to research and resolve the case; manage work flow and evaluate case load for each investigator; educate staff to ensure they are following applicable standards and protocols for case management as well following all PHI requirements; establish strong working relationships with Managed Care Plan contacts, agency contacts and division staff; conduct meetings with staff on a daily basis to review open complaints and explain new benefits and policy changes. The incumbent will also act as a liaison between health care providers, enrollees and managed care health insurance plans to assure appropriate access and delivery of health services to vulnerable populations.
