Must be a qualified employee of the New York State Department of Environmental Conservation; Office of Parks, Recreation and Historic Preservation; or Adirondack Park Agency and have had one year of permanent competitive or 55-b/55-c service as follows*:
Either A. Biologist 1 (Ecology);
Or B. Biologist 1 (Aquatic), Biologist 1 (Marine), Biologist 1 (Wildlife).

If we do not have a viable eligible list for this title and no more than three individuals interested from among the interested qualified candidates for this position, it may be possible to make a permanent appointment via non-competitive promotion.

Duties Description Duties and Responsibilities:
A. Manage the regional component of the DFW Bureau of Ecosystem Health program

1. Oversee and manage the Article 24 Freshwater Wetlands, Article 25 Tidal Wetlands and Article 15 Protection of Waters Programs: Review permit/project applications involving regulated wetlands and water bodies. Work with Division of Environmental Permits and other programs to develop permit conditions and mitigation standards; provide timely comments; undertake compliance monitoring where necessary; assist on enforcement issues; and make referrals to Legal as appropriate. Ensure timely completion of project review, sound scientific analysis, consistency with DFWMR policies and standards, and quality of work that would be sustained in adjudicatory hearings. Direct Regional efforts to file, maintain, review, and update the official maps for the boundaries and classifications of Freshwater Wetlands (ECL Article 24) and Tidal Wetlands (ECL Article 25) consistent with applicable technical, legal, and procedural requirements. Undertake revision/amendment of wetland maps as necessary and as resources allow. Supervise, direct, and train regional staff in the timely and correct on-site delineation of the regulatory boundaries of wetlands and adjacent areas for landowners, as required under the law and in appropriate methods for conducting work in streams as part of remedial efforts and post flood intervention. Oversee staff efforts to identify violations and provide expert testimony in hearings and trials. Work closely with the Regional Attorney to settle or prosecute the cases administratively, civilly, or criminally.

2. Oversee the Regional Bureau of Ecosystem Health Program review, impact analysis, recommendation of alternatives, and recommendation of mitigation for Federal water projects (navigational dredging, harbor protection, flood control, etc.) that come under the Fish and Wildlife Coordination Act as well as federal energy projects under FERC (hydroelectric relicensing, pipelines, transmission lines).

3. Actively participate in meetings and work groups with regional and central office Bureau of Ecosystem Health staff to discuss programmatic issues; develop program guidance; establish program priorities and collaborate with other regions. Ensure Regional Bureau of Ecosystem Health program coordination and communication with Fisheries, Wildlife and other Regional and Division staff. Brief the Regional Natural Resource Supervisor on work group discussions/decisions that are important for regional implementation of the Regional Bureau of Ecosystem Health programs.

4. Review and/or prepare and implement policies and procedures, standard operating procedures, regulations etc. that pertain to the work of the Unit to ensure that staff have clear guidance on how they are expected to do their work, and to ensure their safety in the workplace. Ensure that staff attend and comply with all Department mandated training.

5. As time and resources allow, contribute natural resource input into other programs such as review of remediation sites, natural resource damage needs, and environmental contaminants monitoring as they relate to habitat restoration work.

6. Develop, advance and promote program-specific outreach programming tailored to be informative, proactive and delivered at an appropriate comprehension level for the variety of regulated communities that are affected directly or indirectly by Regional Bureau of Ecosystem Health program administration. Regulated communities will include, but not be limited to: private landowners, citizens-at-large, NGOs and city, village, town and county governments.

B. Perform Administrative duties related to managing the Regional Bureau of Ecosystem Health Unit.

1. Supervise and manage staff in both the regional office and a remote sub-office and oversee the personnel transactions of the Unit. Ensure that all required paperwork is filed correctly and on time (e.g., timecards, IExpense reports). Ensure that all Unit staff have Program Plans, and that Performance Evaluations are prepared and submitted in a timely manner. In concert with the Natural Resources Supervisor, make staff assignments to accomplish priority activities.

2. Oversee Unit fiscal matters. Manage the Unit’s budget to stay within the allocated amount. Ensure that purchases are made using proper procedures and ensure timely processing of vouchers. Oversee maintenance of the Unit’s equipment. Track spending and file reports as required.

3. Participate in work planning to identify important work to accomplish in the fiscal year. Submit recommendations for “deliverables” to the regional component of the DFW work plan.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain Must be able to work in remote areas. Must be able to work in adverse weather conditions. Telecommuting may be available, will be discussed at interview.
