Minimum Qualifications Candidates must be reachable on the appropriate Civil Service eligible list.
OR
Interested candidates must be a current NYS employee eligible to transfer under Section 52.6, 70.1 or 70.4 of the Civil Service Law or be reachable on the BSA 1 or appropriate Civil Service eligible list (PATT, PCO).
To be eligible to transfer under Section 52.6 or 70.1, candidates must have one year of permanent competitive service in a qualifying title.
To be eligible to transfer under Section 70.4, candidates must have one year of permanent competitive service in a position allocated to a SG-11 or higher and possess a bachelor’s degree and have standing on the Professional Career Opportunities (PCO) eligible list.
Candidates may be required to serve a 2-year traineeship that leads to the SG- 18 position. The traineeship would include SG-13 Trainee 1 and SG-14 Trainee 2. After successful completion of the two-year traineeship the incumbent will advance to the SG-18 level.
Duties Description The Business Systems Analyst 1 will work in the Office of Continuous Improvement. Duties will include, but are not limited to:
• Coordinate, facilitate and assist with agency business process improvement initiatives, evaluating both the efficiency and effectiveness of internal and external stakeholder processes.
• Develop process models to support agency functions and develop supporting written narrative procedures, as well as communicate business and system process changes.
• Evaluate performance data to preemptively identify agency business or technical process improvement opportunities.
• Perform and assist in eliciting, describing and maintaining requirements in comprehensive written documents.
• Participate in implementation functions such as test scenario development, test script writing and development, execution, system testing, and leading user acceptance testing.
