Minimum Qualifications Open to New York State Employees only:

Candidates must have at least one year of permanent competitive or 55 b/c service as a Traffic Signal Equipment Specialist, and eligible for lateral transfer.

OR

Be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent competitive or 55b/c service in a qualifying title.

If a viable eligible list does not exist, a provisional appointment may be made in accordance with Civil Service Law. Candidates who accept a provisional appointment must take and pass the next Civil Service examination for this title when it is administered. Employees appointed provisionally must be reachable on the resulting eligibility list for that title or their employment in the position will end.

The minimum qualifications for taking the Traffic Signal Equipment Specialist examination are 3 months of permanent competitive or 55-b/55-c service as follows:

• Candidates must be a qualified employee of the New York State Department of Transportation and have had three months of permanent competitive or 55-b/55-c service as an Assistant Traffic Signal Equipment Specialist or a Traffic Systems Technician 2. In order to qualify for appointment, candidates must have one year of service in the qualifying titles listed above.

In accordance with Section 52.7 of the Civil Service Law, this notice advises all employees of the Department of Transportation of the Department’s intention to conduct a non-competitive promotion examination for the position of Traffic Signal Equipment Specialist within NYS DOT Main Office’s, Office of Traffic Safety & Mobility. A permanent appointment may be made by non-competitive promotion of an applicant who meets the position's minimum qualifications if all requirements of non-competitive promotion are met.

The promotion field for the Traffic Signal Equipment Specialist position consists of Department of Transportation employees who have one year of permanent competitive or 55b/c service as either an Assistant Traffic Signal Equipment Specialist or Traffic Systems Technician 2.

Duties Description • Assist in the use and evaluation of new equipment and systems to develop an approved product list, including performing advanced traffic control equipment testing activities and analyzing test results to determine product acceptability and compliance.

• Design and assemble test devices and equipment.

• Assist in preparing specifications for traffic control equipment and related materials.

• Prepare and maintain records of recommendations for equipment modifications, design changes, and repairs.

• Assist in establishing priorities for the installation of equipment in the Regions.

• Test, diagnose, and repair circuit boards and subassemblies in electronic equipment.

• Provide support to traffic signal field staff.

• Liaison with manufacturer representatives.

• Assist with research projects as needed.

Responsibilities may include serving a role within the Incident Command System to support the department’s response to regional and statewide emergency situations.

Additional Comments *Telecommuting: The Department’s current telecommuting agreement is valid through February 15th, 2023 and is subject to extension beyond that date.
