Minimum Qualifications Bachelor’s degree and two years of experience in intelligence analysis, or homeland security, counter terrorism or emergency preparedness analysis and assessment in a law enforcement, intelligence, homeland security, emergency management or response organization. A master’s degree may substitute for one year of experience.

Preferred Qualifications:
• Data analysis experience, to include working with databases such as access and excel.
• At least 2 years’ experience working with data, to include data quality control, data analysis, and data management.
• Past course work in data analysis is preferred.

Duties Description • Interpret data, analyze results using statistical techniques and provide ongoing reports
• Develop and implement databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
• Acquire data from primary or secondary data sources and maintain databases/data systems
• Identify, analyze, and interpret trends or patterns in complex data sets
• Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems
• Work with management to prioritize business and information needs
• Locate and define new process improvement opportunities
• Utilize databases (Access, SQL, etc.) and statistical packages for analyzing datasets (Excel, etc.)
• Perform quality assurance and quality control reviews of data
• Develop, implement, evaluate, and analyze New York State’s Red Team initiative. Through real time exercise, Red Team activities identify strengths and gaps in New York State’s suspicious activity reporting programs, and New York State’s security and counter terrorism posture.
• Provide support to the Intelligence Liaison Officer (ILO) Program and ILO Program Coordinator. The ILO program provides counter terrorism outreach to the non-law enforcement first responder community, to include fire service, emergency medical services, and other appropriate audiences, such as Public Safety Answering Point (PSAP) personnel.
• Analyze statewide data, further assessing trends and key findings that would be relevant to future program implementation and design.
• Conduct detailed data analysis and use strong analytic and problem-solving skills to assess effectiveness, outcomes, and gaps in program activity.
• Perform research to inform quantitative and qualitative analyses.
• Coordinate and conduct outreach regarding suspicious activity reporting programs to the public and private sector and target audiences. Suspicious activity reporting programs support the early recognition and reporting of potential terrorist activity to the New York State Intelligence Center (NYSIC) and law enforcement.
• Conduct comprehensive research on select homeland security/public security policy trends at the state, federal and international levels interacting extensively with agency representatives, subject matter experts, advisory services and legal resources as relevant. Draft preliminary reports, recommendations and alternatives based on gathered information.
• Represent the agency at conferences, meetings and in program reviews as appropriate.
• Develop and present targeted information for first responders, county, local and state stakeholders, and staff on programs of the Office of Counter Terrorism.
• Possession and maintenance of a valid Driver’s License issued by the NYS Department of Motor Vehicle is required.
• Travel will be required.
• Perform other duties as assigned.


NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
