Minimum Qualifications Candidates must be reachable for appointment on the Current Civil Service Eligible List for this title.

OR

Candidates must have permanent competitive status in the Project Manager 3 title and be eligible for lateral transfer; OR be eligible to transfer via Section 52.6 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.

Duties Description The Project Manager 3 will work under the general supervision of the Director of the IPMO and assist in analyzing and establishing the project management processes and procedures essential in executing successful Information Technology (IT) projects and building a reliable view of the IT portfolio.


The specific duties for this position include, but are not limited to, the following:

•Creating long- and short-term plans, including setting targets for milestones and adhering to deadlines.
•Delegating tasks on the project to employees best positioned to complete them.
•Managing within a matrix environment, leveraging all staff available to complete the work.
•Making effective decisions when presented with multiple options for how to progress with the project.
•Serving as a point of contact to manage multiple stakeholder teams and vendors assigned to the project to ensure team actions remain in synergy.
•Communicating with executives or the board to keep the project aligned with their goals.
•Performing quality control on the project throughout development to maintain the standards expected.
•Adjusting schedules and targets on the project as needs or financing for the project change.
•Preparing and managing Project Management Plans and schedules.
•Tracking project performance (scope, schedule, risks, and issues).
•Working closely with the IPMO director, program staff, vendors, and other stakeholders to define a successful and sustainable PMO requirements.
•Eliciting, analyzing, communicating, and validating business processes.
•Overseeing as-is and to-be requirements sessions with Organizational Change Management as the driving principle.
•Developing and documenting internal training as it relates to PMO services.
•Leveraging agency software to assist in the management of project’s SDLC.
•Supervise temporary/contractor staff.
