Minimum Qualifications Mobile Development experience required, along with;

Either 1. a bachelor’s or higher level degree in any field including or supplemented by 15 semester credit hours in programming languages AND three years of experience in application programming;
Or 2. a bachelor’s or higher level degree in any field AND four years of experience in application programming;
Or 3. an associate’s degree with 15 semester credit hours in programming languages AND five years of experience in application programming;
Or 4. six years of experience in application programming.
To qualify, the application programming experience must have involved the planning, configuration, development, testing, deploying, and/or management of the systems environment that supports the organization’s information technology architecture and business needs. The primary distinctive characteristic of applications programming is that applications programming produces software which provides services to the user, whereas systems programming produces software which provides services to the computer hardware.

Duties Description Under the direction of a Manager Information Technology Services 1, SG-27 within Chief Technology Office, Business Application Services, Shared Application Services Portfolio, this highly technical and dynamic development team member will work closely with other application development and technical teams on mobile applications. The Mobile team currently supports internal and public application systems across multiple client agencies; including the Office of Cannabis Management, Department of Agriculture and Markets, the Office of Parks, Recreation, & Historical Preservation, the Department of State, the Department of Veterans Affairs, and others. Specific duties include, but are not limited to:

• Lead and participate in the design and development of advanced applications for the iOS platform using XCode, SwiftUI, and other approved technologies.
• Design/Review applications with Object Oriented Programming structures.
• Design NoSQL and Relational databases for use on devices and/or synching with backend systems.
• Collaborate with cross-functional teams to define, design, and ship new features.
• Work with data sources (Oracle, SQL Server, etc.) and Application Programming Interfaces (API) to develop and support internal and public mobile applications supporting state agencies;
• Perform unit testing and code review for robustness, including edge cases, usability, accessibility, and general reliability.
• Ensure best coding practices are followed.
• Develop prototypes and mockups for applications.
• Participate in the development and review of IT standards, policies, and procedures.
• Work on incident and production support and improving application performance for mobile application systems.
• Work on Continuous Improvement / Continuous Delivery (CICD) efforts to discover, evaluate, and implement new technologies to maximize development and support efficiencies.
• Research new or emerging trends and technologies in the mobile/tablet platform space
• Collaborate with business owners and team members to develop business requirements for applications as-needed throughout the project life cycle.
• Assist and train subordinate staff in technical problem resolution as necessary.
• Perform full range of supervisory duties.
