Minimum Qualifications NYS employee with one year of permanent or contingent-permanent competitive service as a Associate Attorney Health Lit (G-28); OR a NYS employee with one year or more of permanent or contingent-permanent competitive service in a title at Grade 26 or above with current NYS Bar Admission and eligible for transfer to Associate Attorney Health Lit under Sections 70.1 or 52.6 of the Civil Service Law. (Candidates requesting consideration for transfer must also be a graduate of an accredited law school with a LLB or JD degree, and may also need to meet additional experiential conditions to qualify for consideration.)

Preferred Qualifications: The preferred candidate must possess strong legal skills, and be an excellent communicator, negotiator and advocate.  The preferred candidate must have demonstrated good decision-making ability, have good interpersonal skills, and must be able to understand and act as the legal expert on a large portfolio of diverse health-related topics.  Experience with corporate transactions, health insurance or managed care law, and/or regulatory or legislative drafting is desired.  

Duties Description Providing legal advice for multi-billion-dollar programs within the Department of Health; strong research and communication skills, legal writing, and time management essential. Representing the Department of Health at meetings and negotiations with the Executive Chamber, Division of Budget, legislature, and meetings with outside stakeholders. Assuring quality and consistency of legal opinions provided to key policy makers within the Department and Executive branch. Consulting with and providing guidance to colleagues within the Division of Legal Affairs on issues related to programs for which the Associate Attorney has expertise. Reviewing and analyzing high-profile legal issues. Working with Department program staff to draft and review statutes and regulations, and to facilitate the development of health care policies within legal parameters.
