Duties Description Reporting to the Contracts Team Manager, the incumbent will provide managerial level support to the Procurement Services Program. The incumbent will be responsible for overseeing a team of Contract Management Specialist 1s and 2s as well as overseeing and executing more complex agency procurements. The following provides illustrative duties for this position.

Procurement Management

· Manage complex procurement in accordance with applicable New York State laws and regulations.

· Develop and oversee various competitive and discretionary procurements, including Request for Proposals (RFPs), Request for Information (RFQs), Invitation to Bids (IFBs), sole/single source contracts, and discretionary contracts.

· Draft and review procurement evaluation documents.

· Advise program staff on the appropriate method of procurement to meet program goals.

· Act as liaison between program staff and contractors. When appropriate, along with OSC Legal Services, assist in the negotiation of terms and conditions of proposed contracts. Respond to inquiries from the vendor community on contracting process.

· Act as liaison with OSC Legal Services, Office of General Services, Office of the Attorney General, and OSC Bureau of Contracts staff as required to coordinate the review and approval of contracts.

· Review procurement documentation prepared by staff to ensure that all procurement policies, procedures, regulations, and laws are followed and that complete records are maintained.

· Coordinate and lead various types of meetings, including statement of work development meetings, procurement kickoff meetings, solicitation/contract review meetings, vendor debriefings, and trainings.

Procedures and Processes Improvement

· Document and review procedures and processes and recommend changes to improve efficiency and efficacy.

· Evaluate various methodologies and strategies for procurements and develop and maintain a depository of procurement templates for future use.

· Develop and provide training to staff on various topics including, but not limited, State Finance Law, OSC policies and procedures, Contracts Team practices, solicitation development, and advertisement and contract drafting.

· Build tools for program staff to use to define their requirements, minimum/preferred qualifications, and evaluation criteria.

· Supervise the development of data and reports to provide management with key performance measures to monitor agency operations.

Supervision and Management

· Manage all aspects of employee supervision, including assignment delegation, work product review and correction, workload management, training and development, time and attendance, and performance plan evaluations. Demonstrate positive work attitudes and encourage such attitude in staff, colleagues, and peers.

· Organize, prioritize, and track workload/assignments (e.g., procurements, projects) to ensure work is completed in a timely manner. Identify issues impacting work progress, develop solutions, and discuss with supervisor as necessary. Submit completed work product as appropriate to supervisor for review and approval.

· Actively participate in the professional development of staff including creating and overseeing individual training and development plans, and performance management.

· Assist management in developing quality standards and competencies of all staff levels in the Contracts Team.

· Provide a general atmosphere of mentorship throughout the Contracts Team.

· Provides tracking information to customer upon request.

Additional Comments Desired Competencies

· Knowledge of New York State Finance Law and Procurement Council Guidelines.

· Three to five years of State procurement experience, including acting as project lead for large complex procurements for services.

· Prior supervisory experience or working knowledge of supervisory practices.

· Ability to work well with supervisors, peers, and subordinates.

· Excellent oral and written communication skills.

· Ability to manage competing priorities and meet deadlines.

· Strong working knowledge of SFS.

· Skilled in Microsoft Word, Excel, and Access.

· Demonstrates a positive commitment to the goals of the organization.

· Constructively manages interpersonal relationships.

· Ability to develop consensus among parties with varying perspectives.

· Ability to offer alternative approaches and foster discussions of pros and cons on these alternatives.
