Minimum Qualifications Qualifications/Skills:
• Bachelor’s degree or equivalent work experience is required;
• Demonstrated qualitative and/or quantitative research abilities;
• Intermediate Excel experience (pivot tables, vlookups, conditionals);
• Experience with scripting, querying or statistical programming (R programming language required);
• Excellent oral, written, and presentation communication skills;

Duties Description The New York State Office of the Attorney General (OAG) is seeking to hire a Data Analyst for its Homeowner Assistance Fund Mortgage Enforcement Unit (MEU), a short-term initiative created to support New York State’s distribution of Homeowner Assistance Funds (HAF). The MEU will review HAF applications to assess whether mortgage servicers are complying with federal and state requirements and have exhausted available mortgage modification options. The MEU’s goal is to ensure that New Yorkers receive the relief necessary to save their homes, and that HAF funds are distributed equitably and efficiently to New York State homeowners.

The Data Analyst will be involved with all aspects of designing and implementing the grant application review process, including creating and maintaining data analysis tools to facilitate the application review process for other team members. The Data Analyst will be responsible for monitoring project metrics concerning grant reviews and approvals. The Data Analyst will also create a system to analyze trends in mortgage servicing and measure compliance with federal and state COVID-relief requirements based on data acquired during the grant application review process. This is an exclusively remote position requiring full-time teleworking for the duration of the employment term. The selected candidate will need to have access to a reliable computer, a secure internet connection and a phone. This position is intended to last through March 31, 2024.

Responsibilities of the Data Analyst will include, but not be limited to the following:
• Writing scripts to collect and synthesize data in order to monitor and process applications;
• Developing an intricate understanding of the Common Data File (CDF) process that mortgage servicers will use to submit data to the OAG;
• Developing an understanding of and applying NYS HAF policy regarding mortgage payment relief options for homeowners through scripting;
• Utilizing and creating scripts that can be used to import CDF data and assist with the review of individual grant applications;
• Regularly conferring with a range of stakeholders outside the OAG to assess program progress, identify program impediments, and propose solutions;
• Preparing and presenting reports on program progress that communicate data in an understandable and compelling format;
• Providing timely responses to frequent and varied requests from OAG employees and project partners.

Additional Comments The annual salary for this position is $81,047.
