General Public
Candidates must have either:
1. Nine years of professional experience in one or more of the following activities directly related to the gas, water, or electric utility industry, of which two years of the experience must have been at a supervisory level: transmission distribution or production planning, design, construction, operation, safety, or certification; policy formation or implementation; revenue requirement determination; cost allocation; tariff analysis and rate design; competitive energy markets; management and operational audits; implementation and evaluation of energy efficiency programs, renewable generation portfolios, and green marketing efforts; policy development and implementation of clean energy programs/initiatives, such as energy efficiency programs, renewable generation portfolios, clean energy standards, or green market development; benefit/cost analysis and/or modeling of emissions impacts of proposed supply-side projects and demand-side programs; evaluation, measurement and verification of clean energy program/initiatives.
OR 2. An associate’s degree may be substituted for two years of non-supervisory experience;
OR 3. A bachelor’s degree may be substituted for four years of non-supervisory experience;
OR 4. A master’s degree may be substituted for five years of non-supervisory experience.

Remarks:
*If three or fewer qualified candidates in the Department promotion field apply for this position, a non-competitive promotion (NCP) may be made under Section 52.7 of the Civil Service Law. As is stated in the State Personnel Management Manual, for purposes of non-competitive examination, the Department need only consider the next lower level, direct line titles as qualifying titles. In this case, for NCP the Department need only consider those applicants who have one year of permanent, competitive service as a Utility Analyst 2, Grade 23. Failure to respond to this posting is considered a declination of interest in competing for this position at this time.

**If unable to be filled permanently, this position may be filled on a provisional basis. Incumbents appointed provisionally will be required to take a NYS Civil Service examination for this position when it is next offered. Incumbents must pass the examination and score among the top three eligible candidates in order to be permanently appointed.

Duties Description The Utility Analyst 3, Grade 27, will work in the Markets and Innovation Section of the Long Island Office (LIO), in fulfilling the responsibilities of the DPS LIO in accordance with the Long Island Power Authority (LIPA) Reform Act. They will perform duties that include but are not limited to:
• Leading Public Service Enterprise Group Long Island (PSEG LI) Utility 2.0 filing annual review and drafting recommendations for the Director/Chair.
• Providing in depth analyses of costs and needs of electric utility capital expenditures and operation and maintenance programs.
• Monitoring PSEG LI’s implementation of recommendations associated with the Utility 2.0 and Energy Efficiency & Renewable Energy plan.
• Coordinating with the New York State Energy Research and Development Authority (NYSERDA) and the Albany energy efficiency team in the development of the policies/recommendations, specifically with respect to the Energy Efficiency, Renewable, and Clean Energy plan.
• Tracking and monitoring utility compliance with Public Service Commission (PSC) Orders, particularly Reforming the Energy Vision (REV) orders and REV components of rate cases, energy efficiency, demand response, and other policy orders.
• Providing expert testimony in utility rate proceedings with recommendations on the need and reasonableness of said utility programs for PSC consideration.
• Operating as the section’s team leader on the interdisciplinary teams such as rate proceedings and management audits and utility investigations.
• Mentoring and providing supervision and guidance to lower-level staff to ensure satisfactory performance, deepening staff’s understanding of technical aspects of their jobs, and furthering their understanding of the various PSC policies.
• Communicating issues on technical utility matters or that which may otherwise need to be elevated to senior management for awareness and possible resolution in a timely and appropriate manner.

Additional Comments The above salary range reflects the Downstate Adjustment of $3,026.
