Minimum Qualifications Provisional Appointment: If there is no appropriate eligible list of at least three people willing to accept permanent appointment for this geographic location, the Department may nominate a qualified person for a provisional appointment under the provisions of Section 65 of the Civil Service Law.

Provisional Appointment Minimum Qualifications: You must have either:
1. nine years of experience in agriculture, natural resource management, regional planning, economic development, manufacturing, or food service fields; that include business or program management, domestic or international marketing, conducting research, event planning or coordination, or developing or implementing strategies. Two years of this experience must have been at a supervisor level.
Or 2. an associate’s degree and seven years of the qualifying experience;
Or 3. a bachelor’s degree or higher and five years of the qualifying experience;
Or 4. a master’s degree or a juris doctorate degree and four years of the qualifying experience.
Note: Provisional Appointment: Candidates must take the next scheduled Civil Service examination for this title, and your score must be reachable on the resulting eligible list before you can be permanently appointed. Candidates who do not pass the examination or achieve a reachable score may not be retained.

Duties Description The Economic Development Program Specialist 3 Agriculture will be responsible for, but not limited to, the following:

• Manages marketing or business development programs to promote and increase domestic and international marketing of NY-produced and processed food and agricultural products. This includes overseeing the materials and information necessary to promote and market NYS agricultural commodities and products in a variety of venues, such as trade shows, marketing events and through various media.

• Formulates statewide policies for agricultural marketing and promotion or business development programs, including developing and approving new statewide programs or initiatives that may require legislative action or impact existing legislated programs.

• Approves and prepares reports on marketing and promotion or business development and support services programs for the division director and executive management.

• Researches and compiles fiscal, contractual, or programmatic data, and creates and maintains forms, records, and reports on the State’s agricultural marketing programs to analyze and track performance and develop short and long-term strategic plans.

• Oversees unit’s activities to ensure that the delivery of programs is consistent with
division’s goal.

• Manages unit’s programs by prioritizing assignments and directing staff activities. This includes overseeing and directing the design, development and implementation of competitive grant programs and contracts, as well as the processing of claims for payment.

• Coordinates unit’s activities with those of other units in the division or Department.
