Minimum Qualifications MINIMUM QUALIFICATIONS:
Candidate must be reachable on the current Civil Service list for Human Resources Specialist 2
OR
Candidate must have one year of permanent competitive or 55 b/55c service as a Human Resources Specialist 2 and eligible for transfer;
OR
At least one year permanent service in a title eligible for a 52.6 transfer pursuant to Civil Service Law. Examples of qualifying titles include, but are not limited to: Human Resources Specialist 2, Health Program Administrator 1; Information Technology Services 3; Training Specialist 2 and Administrative Specialist 2 etc.

Provisional Appointment:
Eligible for provisional appointment pending examination. To be eligible for provisional appointment, candidates must have served at least one year as a Human Resources Specialist 1.

Duties Description POSITION DESCRIPTION:
The Office of Human Resources represents the Office for People With Developmental Disabilities (OPWDD) on all matters related to Human Resources Management. Staff works closely with senior managers and leadership within OPWDD and with the Department of Civil Service, Governor’s Office of Employee Relations and the Division of Budget. Matters include but are not limited to confidential and highly sensitive topics related to the recruitment and deployment of staff, reductions-in-force, examination planning, and employee benefits.
PRIMARY DUTIES AND RESPONSIBILITIES:
Duties and responsibilities include, but are not limited to the following:
• Under the direction of the Associate Director of Human Resources 1, the Human Resources Specialist 2 will supervise two HRS 1 and approximately six clerical staff.
• The HR Specialist 2 will perform and supervise the performance of various Human Resources Activities such as staffing services, which consist of recruitment, examination, and placement activities; position classification and compensation; and employee services such as employee benefit, health and safety.
• HR Specialist 2 Serves as consultant/liaison to manager and employees, as well as the Unions.
• Supervise and serve as the expert for assigned Personnel function, which may include time and attendance and leaves.
• HR Specialist 2 will sit on various committees.
