Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1, 52.6, or 70.4** of the Civil Service Law.

Successful completion of two-year traineeship leads to appointment as a Senior Budgeting Analyst, SG-18.

Duties Description The Senior Budgeting Analyst (SBA) position exists within the Division of Financial Administration - Fiscal, Budgeting Section of the Budget Services Unit. Under the direct supervision of the Associate Budgeting Analyst, the SBA is responsible for performing ongoing budgetary functions necessary for the agency’s operation including developing budgetary documents for ongoing programs and special projects, assisting in the preparation and submission of the agency’s annual budget request, monitoring expenditure patterns against individual programs and preparing ad hoc reports. Responsibilities of the position require the incumbent to possess an analytical aptitude and good communication skills, as well as extensive experience working in Microsoft Word and Excel.

Duties may include:
• Prepare budget estimates for numerous ongoing grants and special project grant applications.
• Review grant materials to determine objectives and related agency policies and priorities.
• Prepare budgetary estimates by calculating costs for personal services, fringe benefits, indirect costs, non-personal services and matching funds if required.
• Periodically review expenditures to identify differences between projected and actual expenditures and determines reasons for such differences.
• Complete budget modifications, as needed.
• Initiate segregation of agency funds through the budget journal process.
• Prepare and enters budget journals into the Statewide Financial System.
• Follow up with the Division of the Budget and the Office of the State Comptroller, as needed, regarding the timely processing of budget journals.
• Plan and monitor the utilization of agency administrative funding from multiple funding sources.
• Establish activities to track expenditures and prepare chartfield listings for use by applicable staff.
• Maintain weekly “Balance Sheet” reports of available funds for numerous funding sources.
• Compute and prepare adjusting entries to allocate administrative costs to multiple funding streams.
• Identify and review costs incurred against numerous funding sources, using a variety of data sources.
• Prepare general ledger journals and supporting schedules to allocate costs appropriately among individual programs.
• Assist in the preparation of the statistical portion of the agency’s State Budget Request including the analysis of agency needs, the development of required budgetary data and justification and preparation of actual budget documents.
• Prepare expenditure analyses and other financial reports.
• Prepare Full-time Equivalent Reports of positions.
• Prepare various analyses related to revenue projections, personnel services expenditures and cash disbursements for State and federal funds received by the agency.
• Prepare monthly State and Federal Cash Disbursement.
• Prepare written reports and correspondence related to budgetary matters for use by Division of the Budget, management, and agency staff.
• Complete special ad hoc budgetary related assignments as may be requested by supervisory staff.
• Request, enter, and verify agency roles in the Statewide Financial System (SFS).
• Audit agency travel transactions.
• Verify expense coding on travel transactions for accuracy and available budget.
• Support agency staff in the creation of travel transactions and requests fiscal approvals as needed (ex. B-1184 for travel over $500).
• Register, attend and become a certified completer of an on-line course for the National Incident Management System (NIMS).
