Minimum Qualifications "Non-Competitive: a bachelor’s degree and five years of IT auditing experience*, or an associate degree and seven years of the experience listed. *IT auditing experience must have been gained in any one or combination of the following:
- An information system or audit professional with responsibility for designing, developing, and evaluating mainframe and server-based audit systems.
- An information system or audit professional with responsibility for designing and programming tests to perform audits of physical and logical access controls of mainframe and server-based systems.
- An information system or audit professional with responsibility for data extraction, manipulation and analysis using information from diverse sources, including preparation and presentation of written reports of findings suitable for non-technical audience.
- An information system or audit professional with responsibility for supporting an audit group, including developing and maintaining audit systems and identifying and providing data in support of audit activity.
Preferred Qualifications: Demonstrated experience extracting, transforming, analyzing and reporting on health information system data from multiple sources; Demonstrated experience in project management oversight responsibilities (e.g., planning, design, development, implementation, and operation of large-scale Information Technology project) to ensure the project is on-time, on-budget, within scope and meets stakeholder needs; Demonstrated experience managing a health-related information technology system, working with various stakeholders and control agencies to better understand their data and reporting needs and to ensure data reported is timely, relevant and accurate; Demonstrated experience supporting audit activities, including identifying and providing data in support of State and Federal audits; and, Possesses strong analytical, organizational and problem-solving abilities.
Duties Description Developing and monitoring project work plans and revising as appropriate to meet changing needs and requirements; Creating and supporting standards, processes and procedures necessary to produce contractor deliverables; Analyzes cause/effect relationships to solve complex problems; Presenting information on projects to peers, teams and upper management; Developing resource allocation and schedule for project/program implementation; Monitoring strategies for risk mitigation and contingency planning; Directing and overseeing project team and managing conflicts within group; and Identifying and solving project issues.
Additional Comments The Information Systems Auditor 2 should have professional experience in Information Technology managing a team with responsibility for systems analysis and application development activities operating with a great deal of independence, and the ability to demonstrate the ability to develop and understand complex oral and written instructions and to read and understand technical literature. Additionally, it is preferred that the candidate has experience in auditing systems for quality assurance and accuracy, including executing a risk-based audit strategy, planning audits to determine if the system is defective, not operating optimally, protected, and provides value to New York State and its consumers. Experience in conducting audits according to standards and audit objectives, identifies a plan for remediation. Also responsible for auditing organizational processes and controls in order to establish the most efficient methodologies applied within the operations of the organization. Has a keen understanding of all lines of business offered by New York State of Heath, including Medicaid, the Essential Plan, Child Health Plus and Qualified Health Plans (QHP). Manages a dedicated operational team to service our stakeholders and ensure that we can operate and fulfill our obligation of establishing an operationally sound environment.
