Minimum Qualifications Minimum Qualifications for candidates eligible for provisional appointment:
Promotion:one year of service as a Laboratory Technician or a Medical Laboratory Technician.
Open Competitive:Completion of 120 credit hours of college coursework, with at least 18 credit hours in biology, chemistry, health science, physics, or science technology and six additional credit hours in computer science, mathematics, or science; or three years of experience performing tests and procedures in a laboratory or clinical setting; or an equivalent combination of education and experience.

Reassignment - Currently in the title and an employee of DEC
or Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible: One year of permanent competitive service at Salary Grade 10 or higher and either: 1. completed at least 120 semester credit hours of college
coursework which includes at least 18 semester credit hours in either biology, chemistry, physics, health science, or science technology and six (6) additional semester credit hours in science, mathematics, or computer science; Or 2. three years of satisfactory experience in either a laboratory or clinical setting performing laboratory tests and procedures; Or 3. a combination of 1 and 2 above equaling three years. College study will be credited in six-month segments, with 15 semester credit hours equaling six months. Credits must include at least 18 semester credit hours in either biology, chemistry, physics, health science, or science technology and six (6) additional semester credit hours in science, mathematics, or computer science. If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer options cannot be considered.

Senior Laboratory Technicians may be required to meet requirements as stated in Title 10, Part 58-1.4 of New York State Code, Rules and Regulations.

There is currently no eligible list for this position, therefore, if no more than three qualified individuals are interested, it may be possible to make a permanent appointment via non-competitive promotion.

Duties Description Prepare media, cultures, reagents, solutions and glassware for the sanitation, virus, and phytoplankton/toxin programs. Maintain bacterial cultures. Maintain and calibrate varying degrees of complex laboratory equipment. Conduct bacteriological examination of seawater, shellfish, and related samples to support the shellfish sanitation program. Under the general supervision of the Laboratory Specialist 1 and Laboratory Specialist 2, perform genetic and viral testing procedures for pathogenic bacteria in seawater, sewage treatment plant and shellfish samples. Assist in the examination of phytoplankton and the acid extraction of saxitoxin from shellfish samples for the biotoxin program. Learn new scientific procedures as program needs develop.

Must be able to work at lab bench performing repetitive sample inoculations and culture transfers. Must be able to write and follow standard operating procedures (SOPs); adhere to strict recordkeeping and quality assurance requirements for FDA compliance; and participate annually in two proficiency programs.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to lift and move objects up to 30 pounds.
