Minimum Qualifications Reassignment Opportunity: Current New York State Department of Health employee with permanent or contingent-permanent status as a Medicaid Redesign Analyst 4, Grade 29.

Preferred Qualifications: Knowledge of NYS public health insurance programs including Medicaid Managed Care and Managed Long Term Care, as well as capitation payment rate setting methodology including quality and value based payment strategies. The Medicaid Redesign Analyst will have experience in health finance and budgeting as well as developing and implementing financing strategies.

Duties Description This position will report to the Bureau Director and will manage all rate setting functions within the Bureau of Managed Long Term Care Rate Setting. Specifically, this position will be responsible for the calculation and evaluation of rates for all Managed Long Term Care (MLTC) programs including Partial Capitation, Medicaid Advantage Plus (MAP), Medicaid Advantage (MA), Program of All-inclusive Care for the Elderly (PACE) and the Fully Integrated Dual Advantage (FIDA) demonstration. Specific duties include, but are not limited to: Serve as assistant Bureau Director and assume leadership responsibilities in the absence of higher level management as needed; Ensure Bureau staff and supervisors provide accurate rate setting information to health care providers, health plans, health care associations, control agencies, health care advocates, and other DOH programs; Develop and implement policy and standards for MLTC rate setting and strategies related to MRT, integrated care and VBP initiatives; oversee data collection and analysis; and other efforts to MLTC rate setting management and evaluation; Serve as program expert in stakeholder meetings, interdisciplinary teams, interagency work groups, and in conferences related to MLTC MRT implementation, integrated care and VBP issues; Participate in public speaking activities, educational workshops/seminars, dialogue groups, and inter- and intra-agency workgroups; Respond to critical and high-profile issues and requests for information. Partner with other units, programs, agencies, providers, health plans and advocacy groups to develop, implement, design or redesign MLTC rates; Develop and coordinate MLTC rate setting methodologies based on changes in policy, regulations, projects and procedures to facilitate implementation and operations supporting practices consistent with MRT, integrated care and VBP objectives, monitoring Medicaid enrollees in VBP arrangements, ensuring oversight mechanisms are in place within new provider payment methodologies; Coordinate the resources in support of specified objectives related to MRT implementation, integrated care, and VBP. Oversee staff to ensure effective response to the established priorities related to MRT, integrated care, and VBP implementation.
