Current New York State employee with one year or more of permanent, competitive service or 55-b/c service as a Utility Analyst 1 (Cyber Security), Grade 18; OR current New York State employee with one year or more of permanent, competitive service or 55-b/c service in a qualifying title and eligible for transfer** under section 70.1 or 70.4 of the Civil Service Law
Note: All transfer candidates must possess a bachelor’s degree or higher AND two years of experience in the following activities directly related to the utility industry: Computer program analysis, data communication, and systems administration in information systems security; AND analysis of information systems, applications, designs, program and information system testing, information systems maintenance and implementation, and cyber security policies and procedures.

Duties Description The Utility Analyst 1 (Cyber Security), Grade 18, requires basic understanding of the cyber security practices of the utilities, and the application of analytical methods to assist senior staff in the discharge of their duties. Under the supervision of senior level staff, the Utility Analyst 1 (Cyber Security) will work in the Utility Security Section of the Office of Resilience and Emergency Preparedness (OREP), and will perform duties that include, but are not limited to:
• Conducting utility site assessments and inspections.
• Reviewing existing utility vulnerability studies and security plans.
• Assisting in the examination of utility company security plans.
• Writing reports detailing inspection findings.
• Researching and reporting recommended changes in security practices, including recommendations for the development of new plans and practices.
• Interacting with numerous state and federal agencies including, but not limited to, the Federal Department of Energy, the Nuclear Regulatory Commission, the Federal Department of Transportation – Office of Pipeline Safety, the State Emergency Management Office, the Office of Information Technology Services, the Division of Homeland Security and Emergency Services, the Division of Military and Naval affairs, and other states, as well as industry organizations such as the North American Electric Reliability Corporations (NERC).
• Collaborating with staff to carry out tasks related to the utility security mission.
• Assisting senior level staff in performing utility security review during rate case determinations, including testimony preparations and Article VII siting evaluations.
