Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.

Preferred Qualifications:
(1) Preferred candidate should have at least 3 years of 'Criminal History Record Center' application's hands-on experience. Preferably, should also have some technical knowledge of Criminal History Record Center system.

(2) Preferred candidate should have strong analytical skills, proficient in Excel and MS-Access.

(3) Excellent interpersonal skills, strong project management skills, be highly organized, and demonstrate the ability to interface with different levels of internal staff, Department's executive staff, other agencies, and additional stakeholders.

(4) At least 3 years experience in supervising various levels of employees.

(5) Excellent communication and presentation skills, including development and drafting of internal and external documents, correspondence and appropriate interpretation and presentation of data.

Duties Description The incumbent will be responsible to manage daily operational activities of CHRC-Criminal Health Record Check System. DOH CHRC Bureau provides NYS and FBI's Criminal History Records (i.e., rap sheets) to Providers for unlicensed prospective employees who will provide direct care or supervision to patients or residents OR who have access to patients or residents, their living quarters, or their property at:
• Nursing Homes
• Adult Care Facilities
• Certified Home Health Agencies
• Licensed Home Care Services Agencies
• Long Term Home Health Care Programs
• Hospice and Health Homes

The incumbent will act as a CHRC liaison with DOH-Legal, Providers, DCJS, ITS, and additional stakeholders where applicable.

The incumbent will provide oversight, monitor progress, provide guidance and technical assistance to program staff and perform other appropriate related duties as assigned by management.
