Minimum Qualifications A current New York State DOH employee with one year of permanent or contingent-permanent service as Office Assistant 3; or one year of permanent or contingent-permanent service in a title eligible for transfer under Section 70.1 of the Civil Service Law.

Preferred Qualifications: Critical thinking skills, analytical skills with Microsoft Excel, ability to solve problems independently, attention to detail. Professional work experience and/or education in healthcare administration or financial analysis.
Duties Description This incumbent will provide administrative and programmatic support within the Bureau of Nursing Homes & Long Term Care Rate Setting within OHIP’s Division of Finance and Rate Setting (DFRS) in the administering, tracking, documenting, and processing of rate setting functions for Medicaid fee-for-service nursing home rates.
The incumbent will perform clerical, administrative, and transactional responsibilities for the annual and supplemental rates for these programs, as well as their appeals. The incumbent will respond to correspondence from providers, contact various internal and external parties to collect information, and gather and prepare data for analysis. The incumbent will also interact and collaborate with rate setting, fiscal management, legal affairs, and program staff within the Department as well as other state agencies, health care associations and consultants, state auditors, and nursing home Chief Financial Officers. The incumbent will also assist in conducting necessary annual web-based research and data gathering to be included in rate calculations. Further, the incumbent will often be tasked with preparing deliverables for distribution to the public or staff within the Bureau. Additional duties include preparing, processing, and tracking document packages related to:
• Medicaid fee-for-service rates for nursing home providers;
• Inquires and appeals from providers and facilities;
• State Plan Amendments (SPAs) and State Regulations;
• Litigation;
• Cost Reports.
Additional Comments Microsoft Excel knowledge, skills, and abilities are a requirement.
