Minimum Qualifications CURRENT STATE EMPLOYEES:
Current New York State employees with one year or more of permanent, contingent-permanent or 55b/c service in a position at SG-11 or above and eligible for transfer under section 52.6, 70.1, or 70.4** of the Civil Service Law.*

Duties Description Under the general direction of the Director of Financial Administration, the duties of the position include but are not limited to the following:
• Plan and coordinate work independently to meet responsibilities in timely manner
• Have a thorough knowledge of the policies and procedures that relate to the NYS travel with the ability to apply them
• Provide training/assistance to staff on travel rules and procedures as well as guidance on travel and expense reports in the Statewide Financial System (SFS)
• Audit and approve employee travel and expense reports in SFS
• Act as agency credit card liaison
• Process payments for non-employees and other special deposits and reimbursements
• Oversight of facility-related contract administration (e.g., security guards, janitorial, mail services, and other facility-related contracts) to ensure compliance with Statewide directives for Schenectady location
• Monitor Facilities mailbox requests/issues and respond accordingly
• Create permanent ID cards in OGS MEDIP system & Temp access cards
• Provide and update building access for all staff utilizing site-specific security system
• Provide and update parking access for Schenectady staff and visitors
• Report back to Facilities manager any issues in need of escalating
• Update any general Facilities info into agency tracking software (floor plan updates, addresses, ID card data)
• Minimal travel to other offices to assist with Facilities related projects
• Other duties as assigned.

Additional Comments The New York State Justice Center for the Protection of People with Special Needs (Justice Center) is charged with protecting over one million New Yorkers under the care or jurisdiction of six state agencies. The following list outlines several of the Justice Center’s key responsibilities:
•Advocate on behalf of individuals with disabilities and provide oversight of quality of care.
•Operate a centralized, statewide 24-hour hotline and incident reporting system staffed by trained personnel.
•Operate a statewide register that contains the names of individuals found responsible for egregious or repeated acts of abuse or neglect.
•Centralize and perform functions relating to criminal history background checks.
•Investigate serious allegations of abuse and neglect.
•Prosecute criminal acts of abuse and neglect.
•Analyze abuse patterns and trends in order to prevent future occurrences.
