Minimum Qualifications Reachable on the appropriate Civil Service Eligible List for this title; OR One year of permanent competitive or 55-b/c status in the posted title and be eligible for lateral transfer; OR be eligible to transfer via Civil Service Law (i.e. Section 70.1, 70.4, 52.6). The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades.
Preferred Qualifications: Knowledge of ICF regulations and surveillance practices and policies. Experience with the Statewide Financial System (SFS). Experience with federal budget requests, contract oversight, and workload management. Knowledge of Office of People with Developmental Disabilities (OPWDD) survey requirements. Experience supervising staff, including experience in remote staff supervision and assignment and tracking of duties required.
Duties Description Provide direct oversight related to revision, review and implementation of policy for all ICF/IID surveillance activity for the State, and work analysis of both Bureau and OPWDD staff. Supervise surveillance staff located in both Albany and on Long Island. Provide guidance, supervision, and support to OPWDD surveillance staff including Area Office Directors, Regional Directors, Team Leaders, and Standard Compliance Analysts throughout NYS. Create and implement policies and procedures to assure compliance for all stakeholders, including OPWDD. Serve as the Statewide Trainer for all DOH and OPWDD surveillance staff for NYS. Serve as the team leader for surveys throughout NYS. Oversee annual federal budget requests and quarterly workload. Oversee IPRO contract to assure contract staff meet the needs of the Bureau. Serve as the direct liaison to voluntary service providers, State-operated facilities, and the OPWDD Division of Quality Improvement and Performance Management to assure adherence to federal regulations and the survey process. Oversee compliant triage to assure timeliness investigations are initiated by OPWDD and DOH. Other duties as assigned.
Additional Comments Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.
