Minimum Qualifications Provisional: Current NYS Department of Health employee with one year or more of service as a Business Systems Analyst 3(Health).
Preferred Qualifications: Can use recognized business analysis methodologies (e.g., business process flows, fit-gap analyses, or functional designs) to elicit requirements from Stakeholders. Be proficient in Microsoft Word, SharePoint, Visio, and Project. Can work in a changing environment while remaining flexible and solution driven. Knowledge of the Business Analysis Body of Knowledge (BABOK) and the Project Management Body of Knowledge (PMBOK). Knowledge of both Agile and Waterfall System Development Life Cycles.
Duties Description The incumbent of this position will report to the Bureau Director of the Medicaid Management Information System (MMIS). They will serve as Lead over the Business Analyst team and work closely with the Project Management Lead to ensure the overall success of the Enterprise Project Management Office (EPMO). The BSA4 will work closely with the Project Management Team and will actively engage with Stakeholders to elicit business requirements. They will be responsible for supervising staff and assigning projects and tasks to members of the EPMO team.
The incumbent will participate in gathering and documenting requirements for the systems within OHIP DOS, specifically the Medicaid Management Information System. In addition to producing high quality Business Analyst artifacts, they will be responsible for performing Quality Assurance on deliverables produced by the EPMO team to ensure quality and accuracy. Tasks include but are not limited to, reviewing project artifacts, reviewing design documentation and participating in User Acceptance Testing.
The BSA4 will be responsible for creating Business Process Flows and following Evolution Projects throughout the Systems Development Life Cycle while using industry standard business analyst techniques. The incumbent will also participate in Agile Scrum Teams and work closely with vendors to ensure Evolution work is completed both timely and efficiently. As a direct report to the MMIS Director, incumbent will participate in strategic planning efforts.

If three or fewer New York State Department of Health promotional candidates respond to this notice, the agency may, at its discretion, nominate a qualified employee for non-competitive promotion under the provisions of Section 52.7 of the Civil Service Law. Employees must have one year of permanent or contingent-permanent, competitive service as a Business Systems Analyst 3(Health). If certified by Civil Service, mandatory reemployment list candidates must be considered first for appointment to this title. Candidates appointed provisionally will be required to take and pass the next scheduled Civil Service examination for this title, when it is given, and be immediately appointable from the resulting eligible list to maintain employment.
