Minimum Qualifications Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent competitive service in a qualified title G-16 or higher and eligible for transfer under Section 70.1 or 70.4 of the Civil Service Law.

Preferred Qualifications: Strong organizational skills and attention to detail, proficiency with the Microsoft Office suite; strong written and verbal communication skills; experience providing customer service, including provision of written and verbal technical assistance; able to function independently and manage a high degree of complexity in a diverse work environment with multiple priorities; and ability to understand and interpret regulations.

Duties Description The incumbent will function as a liaison with applicants seeking licensure and certification of an adult care facility. In that role, the incumbent will communicate with representatives of the Operator or facility, consultants, State licensure colleagues, and other stakeholders. The incumbent will process the Part 2 review of the licensure/certification application to ensure that regulatory requirements are met, and make meaningful recommendations regarding such review, which includes review of facility-developed policies and procedures, and requires an ability to articulately communicate regulations and policies. The incumbent will participate in onsite pre-licensure/certification inspections as assigned and monitor a tracker to ensure review deadlines are met and allow projects to flow without unnecessary delays. The incumbent may research and prepare responses for record requests, and assist members of the team in developing or enhancing policies and procedures to streamline activities. The incumbent will participate in emergency management activities and perform other duties as assigned.
