Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Health Program Administrator 1 (G23) under Section 70.1 or Section 52.6 of the NYS Civil Service Law.
Preferred Qualifications: The preferred candidate must have strong interpersonal, problem solving, decision-making and time management skills and the ability to communicate effectively with internal and external stakeholders. In addition, the ideal candidate possesses strong analytical and computers skills, has experience with NYS procurements and contracting, and has the ability to coordinate and manage multiple activities.
Duties Description The HPA1 is a supervisory position within the Bureau of Specialized Services for Children (BSSC). The incumbent will assist with the oversight and management of the following programs and services for Medicaid members birth to age 21 years old: Health Home Serving Children’s (HHSC) program, the 1915 (c) Children’s Waiver of Home and Community Based Services (HCBS), Children and Family Treatment and Supportive Services (CFTSS), and 29-I Health Facilities by foster care agencies. This position will assist the Unit Leader and staff in a broad range of program planning, implementation, evaluation, and reporting activities. Specifically, assisting with the Public Health Emergency unwind by assisting with guidance, policies, procedures, and training development, and ensuring consistency of materials for training, the website, and communicated to stakeholders. The individual will be engaged in the review, analysis and interpretation of new and existing Federal and State legislation, regulations, and policy; participate in the development of programs, services, policies, and regulations; and drafting and disseminating policies, guidance documents, state plan amendments and waivers. The incumbent will have oversight of procurements and routine contract management functions. This position will be involved with program monitoring and evaluation, including monitoring and reporting on program compliance and service utilization. Other activities as may be deemed necessary in response to the changing needs of OHIP.
Additional Comments The Bureau of Specialized Services for Children develops programs and services specific to children/youth needs. Many of the populations served within these programs and services have complex needs, i.e., medically fragile, dual diagnosis, etc. Therefore new services are being developed and clinical oversight and monitoring of these programs and services is necessary to ensure proper implementation and service delivery to Medicaid members and in which many are performed by licensed professionals.
