Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, Grade 25, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 2, Grade 25, under Section 52.6 or 70.1 of the Civil Service Law.
Preferred Qualifications: Master’s degree and at least two years of experience working in public health and/or public administration/management; Strong fiscal background including proficiency in the development of complex contracts and budgets, experience with expenditure plans and expenditure monitoring; knowledge of procurement rules and contract processing. Experience with the Statewide Financial System (SFS), Grants Gateway; SharePoint, and other databases. Personnel management experience. Excellent oral and written communication skills; excellent organizational skills; ability to work independently and to handle multiple priorities.
Duties Description The Health Program Administrator 2 will manage the Bureau of Immunization’s Contract Unit. The incumbent will be responsible for procurement development and administrative contract management, coordination, planning, and implementation of state and federally funded contracts for immunization program areas. The incumbent will oversee fiscal/administrative activities and will be responsible for procurement materials and contract management. The incumbent will oversee achievement of compliance with contract requirements and state and federal funding requirements. Duties include: fiscal oversight of program funding, contracts and procurements; assist with development of the fiscal component of the program’s annual grant applications; monitoring of spending for contracts and grants; establish and maintain methods to track the lifecycle of procurements including, but not limited to identifying procurements set to expire, initiating renewals timely, and documenting the procurement approvals; generating and reviewing reports from the Statewide Financial System (SFS); oversight of voucher traces to ensure contractor expenses are appropriately documented; development of policies and procedures related to contract management and administrative activities; preparation of procurement and contract documents; preparation of financial reports; management of personnel activities such as recruitment and hiring; management of space planning, telecommunications, and computer access needs; supervision of staff, and other appropriate related duties as assigned.
