Minimum Qualifications Current New York State Department of Health employee with permanent or contingent-permanent status as a Health Program Administrator 2, Grade 25, OR a New York State employee with one year of permanent or contingent-permanent service in a title eligible for transfer to Health Program Administrator 2, Grade 25, under Section 52.6 or 70.1 of the Civil Service Law.

Preferred Qualifications: The preferred candidate will have experience in the management and oversight of a federally funded public health program, especially one that serves children; an understanding of New York State policies, including regulation development and oversight; working with advisory bodies, workgroups, and/or other stakeholders; experience with grant and data management; experience supervising professional staff; strong organizational and interpersonal skills; and excellent communication and writing skills.

Duties Description Under direction of the Assistant Bureau Director in the Bureau of Child Health, the Health Program Administrator 2 (HPA 2) will manage and oversee School-Based Health Center (SBHC) program operations; monitor contractor compliance to ensure safe and appropriate services are provided through the SBHC system; respond to clinical questions from SBHCs; provide input on clinical standards; promote quality clinical care; develop performance and outcome measures; create quality improvement projects; coordinate with other state agencies on issues impacting SBHC operations; support the amendment of SBHC standards; update SBHC Principles and Guidelines; coordinate with Medicaid (OHIP) to support the transition to Medical Managed Care; review and approve an increasing number of complex SBHC applications; administer annual State funded grants supporting SBHC; manage annual budget and workplans; develop funding methodology; oversee the updating of the SBHC data system, which includes the SBHC application, data submission by SBHC, and development of reports to support quality improvement; provide primary and secondary supervision; oversee program and policy changes needed to effectively operate SBHCs in a COVID environment, other duties as assigned.
