Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1 (G23) OR a NYS employee with one year or more of permanent or contingent-permanent.

Preferred Qualifications: Master’s degree in a related field; Three years of permanent service in a Department of Health position at or above a Grade 18. Extensive experience with budget and contract administration including multiple service provisions and funding sources; deep understanding of the state budget and appropriations, as well as administrative functions related to fiscal and contract management in public health programs; Experience contracting with and providing technical assistance to small community based organizations (CBOs); Experience using the Statewide Financial System and/or Grants Gateway to process claims for payment or facilitate contract administration including report generation and interpretation; Experience in creating and managing comprehensive tracking systems to encompass multiple program areas, as well as proficiency with Word, Excel, and SharePoint; Strong understanding of the principles of health equity and ability to apply these principles to internal and external relationships; Excellent communication and organizational skills with a strong focus on attention to detail, being able to interpret, communicate, and coordinate programmatic and administrative functions; Ability to thrive in a fast paced, high-profile environment while prioritizing multiple concurrent assignments, and Experience supervising staff with diverse and interrelated core functions.

Duties Description The Health Program Administrator 1 will oversee gun violence prevention and related services programs funded through the Office of Gun Violence Prevention (OGVP). The incumbent will be responsible for the development and coordination of the administrative operations for the OGVP, ensuring coordination across senior management, DOH-administration, state agency partners, community-based organizations, and vendors. Responsibilities will include: program and contract management; fiscal and data management; conduct site visits and evaluate contracts to ensure initiatives/projects are achieving key performance measures; participate in assigned teams, committees, and work groups; develop written materials; participate in program planning and development; other appropriate related duties.
