Minimum Qualifications Current NYS Department of Health employee with permanent or contingent-permanent, competitive status as a Health Program Administrator 1, G-23 OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a G-21 and deemed eligible for transfer to Health Program Administrator 1, G-23 under Section 70.1 or Section 52.6 of the NYS Civil Service Law OR reachable on the appropriate Civil Service list for this title.

Preferred Qualifications: The Health Program Admin 1 (HPA 1) will have knowledge of Nursing Home Surveillance processes and State and Federal Laws and Regulations. The incumbent will have strong leadership skills, including supervision of lower-level staff, team participation, and the ability to motivate staff and correct performance issues. The HPA 1 will also have excellent critical thinking and problem-solving skills, as well as scheduling expertise, and the ability to function independently, prioritize, and handle multiple responsibilities. The incumbent will have experience with computer programs, including MS Office.

Duties Description Under the direction of the Bureau of Quality Assurance and Surveillance Director, the HPA 1 will collaborate with regional Survey Managers, and with epidemiology to facilitate and provide oversight of the Focused Infection Control Survey program. Duties will include performing monitoring and compliance activities that include assisting in managing Federal and State mandated workload for Nursing Home and Adult Day Health Care Programs, collaborating with survey teams to review, monitor and track annual Focus Infection Control Survey completion for each nursing home, participating in quality assurance meetings to achieve Statewide standards and consistency for annual Focus Infection Control Surveys by acting as a resource to survey teams in the performance of survey activities, clarifying survey protocols for program staff and providers, developing a system of ongoing infection control education and coordinating performance improvement activities to support this, reviewing statements of deficient practice, participating in immediate jeopardy determinations, acting as a program liaison with executive staff and other stakeholders to address open issues, assessing program impact and developing proposed strategies for resolving identified problems, including collecting and analyzing data to develop reports and recommendations regarding program activities, assisting in review of facility emergency plans for adequacy and compliance and respond when appropriate. This may involve developing plans to respond to high priority events such as labor strikes, facility closures, pandemics, etc. Supervising lower level staff and participating in the following supervisory duties: monitoring and evaluating staff performance, developing and monitoring survey schedules, determining and prioritizing staff work assignments and tracking and/or approving staff leave, travel, time and attendance.
