Minimum Qualifications "Permanent Transfer Candidates: Current NYS employee with one year of permanent or contingent-permanent service in a title at or above Grade 27 or M-2, and deemed eligible for transfer via Section 52.6 or 70.1 of the Civil Service Law.
Provisional Promotion Candidates: Current NYS DOH employee with one year of more of permanent or contingent-permanent competitive or 55 b/c service as as a Health Program Administrator 3, or in a position allocated to salary grade 27 or higher.
Preferred Qualifications: Excellent written and verbal communication skills and organization. Experience in the licensure, operation, management, or regulation of long-term care facilities, agencies and services. Strong project management skills and the ability to effectively identify and problem solve for critical unmet healthcare needs, creating streamlined and efficient business processes and the ability to make sound informed, defensible decisions using strong critical thinking skills.
Duties Description "The Health Program Administrator 4 (HPA 4) will serve as the deputy director of the Center for Long-Term Care Licensure, Planning and Finance within the Office of Aging and Long-Term Care. In this role, the HPA 4 will assist the Center Director to direct, manage, and oversee planning, the issuance of operating certificates, the licensure process for all long-term care health care facilities, agencies and residential programs including nursing homes, adult day health care (ADHC), adult care faciilties (ACFs), assisted living, hospice agencies, Certified Home Health Care Agencies (CHHAs), Licensed Home Care Services Agencies (LHCSAs) and Continuing Care Retirement Communities (CCRCs) and will assist overseeing various LTC capital and fiscally distressed provider initiatives as applicable. In addition, the HPA 4 will assist the Center Director to prepare and participate in stakeholder discussions related to the State’s Master Plan on Aging. In those discussions, the HPA 4 will utilize critical feedback to plan and develop long-term strategies and solutions to ensure that older New Yorkers can live fulfilling lives, in good health, with the freedom and independence to age in place, for as long as possible through services, supports and innovative models of care including the creation of certified New York State Dementia-Friendly Communities.
