Minimum Qualifications Current Department of Health (DOH) employee with permanent or contingent-permanent status as a Health Program Administrator; OR current NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title eligible to transfer under Section 52.6, Section 70.1, or Section 70.4 of the Civil Service Law to a Health Program Administrator, Health Program Administrator Trainee 1, or Health Program Administrator Trainee 2. Duties Description Reporting directly to the Principal Hearing Officer of the NY State of Health Marketplace Appeals Unit, the incumbent will be responsible for activities to support Hearing Officers in the preparation for and conduct of administrative hearings, including: Monitor the status of pending legislation and regulation affecting Marketplace programs, including Medicaid, Essential Plan, Child Health Plus, advance premium tax credits and cost sharing reductions; Assist the Principal Hearing Officer and Supervising Hearing Officers with research, preparation and processing of individual appeals; Train and supervise Medicaid Eligibility Examiners and other paraprofessional or support staff in assembling materials in preparation for Marketplace hearings and completing quality assurance review of materials issued by the Unit; Updating records related to the tracking and collection of data; Assist in reviewing and updating procedures; Develop written reference materials and instructions for staff; Provide general supervision of Medicaid Eligibility Examiners and support staff; Assist in preparing legal records and related correspondence for federal administrative proceedings; Assist in assembling materials in preparation for meetings and audits; Respond to inquiries / requests for information received by the Appeals Unit or direct to appropriate staff; Conduct research regarding individual inquiries as needed; Compile, analyze and summarize program data and assist in the preparation of reports; May be assigned other duties and tasks and special projects as needed.
