Minimum Qualifications Reachable for appointment on the current Civil Service eligible list used for filling this title; or, one year of permanent, competitive class service as a Public Buildings Manager 3; or, one year of permanent, competitive class service in a title eligible for transfer under Section 70.1 of the Civil Service Law. Titles eligible for transfer include but are not limited to: Plant Supt C, Property Manager 2.

To be eligible for provisional appointment, candidates must either be a qualified employee of New York State and have one year of permanent service as a Public Buildings Manager 2,
OR, six years of experience* managing an occupied building with a gross square footage of at least 250,000 or a complex of occupied buildings totaling at least 300,000 square feet, at least two of which must have included supervision of service contractors or in-house staff, including plumbers, electricians, carpenters, and other skilled trade people. This experience MUST include overall responsibility for building maintenance (including HVAC), minor building rehabilitation, and at least one of the following three areas of expertise: grounds maintenance, security and access control, or cleaning oversight including sanitary requirements and inspection. *Substitutions: an associate’s degree in construction management, construction technology, facilities management, engineering, engineering technology, architecture, architectural technology, business, business administration, or public administration may substitute for two years of the general experience; or a bachelor’s degree in the above fields may substitute for three years of the general experience.
Duties Description The Public Buildings Manager 3 (PBM-3) will supervise subordinate Public Building Managers in other locations. Responsibilities include overseeing all building contracts and vendors, location maintenance, security guards and special events and building operations. PBM-3 will coordinate and direct agency safety and security operations. PBM-3 will oversee facility issues in locations with leases and easements as tenant or landlord. PBM-3 will coordinate NYSIF's participation in Buildsmart 2025 executive energy initiatives and other Executive Orders related to building operations, including recycling, reduction in waste and carbon neutrality. Additionally, will direct building related procedures for the agency; develop staffing plans and oversee training programs; devise health and safety measures for employees, workplace violence prevention programs; service to building tenants; oversee building contracts; record storage; fleet vehicle management; and direct the preparation of capital expense requests. The PBM-3 will perform these duties and supervise subordinate Public Buildings Managers at other locations, or in conjunction with other managers. PBM-3 will be responsible for life/safety, access control, and responding to alarms and building emergencies as needed.
