Minimum Qualifications Current NYS Department of Health (DOH) employee with permanent or contingent-permanent, competitive status as an Associate Health Planner (G23) OR a NYS employee with one year or more of permanent or contingent-permanent, competitive service in a title at or above a (G21) and deemed eligible for transfer to Associate Health Planner (G23) under Section 52.6 of the NYS Civil Service Law.


Preferred Qualifications: Ability to work well in a close team environment. Ability to manage multiple projects. Excellent written and verbal communication skills and comfort communicating with clinical stakeholders. Familiar with health care delivery, Medicaid, managed care, health care quality improvement and performance measurement. Health care policy development and analysis on a national, statewide, regional, or county basis.

Duties Description The Associate Health Planner will work in the Clinical Center in the Office of Quality and Patient Safety. The employee will collaborate with office staff to provide program management in regulated programs that focus on quality improvement and evaluation. Program initiatives in the Clinical Center are required by State or Federal law and include but are not limited to the Stroke Designation Program, the New York State Sepsis Care Improvement Initiative, the New York State Patient Centered Medical Home Program (PCMH) and the Cardiac Services Program. Duties will include manage current programs, including researching and proposing strategies for addressing technical and programmatic issues, working with a research team to summarize analytic findings, apply findings in internal and external policy and process development, and ensuring regulatory and contractual deliverables are completed as necessary. Plan and prepare for meetings with the Stroke Advisory Group, Accrediting Organizations, Regional Workgroups, and other internal and external stakeholders as needed. Facilitate discussions, summarize meeting contents and actions, and provide follow-up as needed to support programmatic and regulatory priorities. Update guidance documents, review new and emerging literature to ensure guidance documents remain aligned with latest evidence. Review all standard manuals from each accrediting organization as they are updated to ensure alignment with guidance released by the Department. Collaborate with research team and internal quality improvement staff to coordinate and align efforts and program priorities. Develop projects plans and maintain schedules and timelines for various programs, including those with annual State and Federal deadline requirements. Review and edit annual and ad hoc reports and assist in responding to email and paper correspondence related to program operations and regulations as needed. Perform full range of supervisory functions. Assist with OQPS priorities, including other unit and bureau tasks as assigned.
