Minimum Qualifications Current Department of Health employee with permanent or
contingent-permanent status as a Health Program Administrator
4, G-29 or M-3; OR current NYS or DOH employee with one year
of permanent or contingent-permanent service in a G-27 or M-2
or higher title, deemed eligible for transfer under Section 52.6 or
Section 70.1 of the Civil Service Law.
Preferred Qualifications: Knowledge of Medicaid Program, Managed Care Delivery Models, Public Health Law and Regulation with experience in Interpretation of governing laws, regulations, or policy, Project management, Microsoft Office Applications.
Duties Description This position is for Health Program Administrator 4, which will serve as Assistant Director in Bureau of Managed Care Certification and Surveillance (BMCCS) in OHIP’s Division of Health Plan Contracting and Oversight (DHPCO). The incumbent will be responsible for the following duties: Provide high-level administrative and programmatic support to the BMCCS Director, the Division Deputy Director and Division Director pertaining to all unit functional areas, which include the following units: Certification; Surveillance; Behavioral Health Parity; and Utilization Review, Fraud, Waste and Abuse and Worker’s Compensation Preferred Provider Organizations; Assist the Bureau Director in managing, directing and monitoring the activities of all the program units within the bureau; Assist the BMCCS Director in establishing bureau priorities by developing, directing and implementing program policies, procedures and standards and coordinating resources of the bureau in support of specified goals and objectives; Develop and maintain organizational techniques and tools to monitor and track bureau activities to ensure activities are being carried out in timely and efficient manner and status updates are communicated to Bureau Director, Deputy and Division Director on a regular cadence; Provide recommendations to upper-level management to ensure uniform application and ensure compliance with policies and regulations; Partner with other bureaus, sister agencies, and stakeholders to successfully implement managed care policies;
Provide continuous improvement quality control activities by implementing and improving reporting, tracking, communication and database functionality to support Bureau and Division priorities; Supervise, develop and evaluate management staff in the units and coordinate bureau resources in support of specified objectives; and Perform other duties and tasks as assigned.
