Minimum Qualifications Twelve years of professional level work experience, three of which must have included managerial, decision-making, and/or oversight of a major health-related program or in the direction of a major administrative function of a large health-related organization. A bachelor’s degree may substitute for four years of the general professional experience; a J.D. or master’s degree in an appropriate field may substitute for an additional year of that experience; a Ph.D. or Doctorate degree in an appropriate field may substitute for two years of that experience.

Preferred Qualifications: The preferred candidate would have at least 12 years of progressively responsible administrative experience in a large public health program. Of this experience, seven years would include fiscal and program management, policy making, oversight responsibilities, and statewide supervision of professional level staff. The preferred candidate would be familiar with representing departmental interests and serving as spokesperson and liaison to Executive staff. The candidate has experience working with other state and federal government programs. The candidate would have experience with immunization programs or related programs with responsibilities in education and building community support for health practices, understanding data to action approaches, provider and program accountability, and addressing misinformation and advancing trust in scientific-based health benefits. The candidate should have experience addressing issues pertaining to racism and health equity in public health, including experience working with marginalized communities, specifically communities of color or with intersectional identities that influence health and health outcomes. Candidates should have exceptional and demonstrated leadership, organizational, analytical, and written and verbal communication skills including presenting in public forms. Candidates may have a medical degree or doctorate-level degree in public health, public administration, or related field.

Duties Description The Director will report to the Director of the Center for Community Health. The position provides leadership and overall policy and program direction for a vaccination program portfolio and oversees the administrative management of approximately 80 staff and more than $20 million of federal and state funding. The Director will lead the establishment of the new Division of Vaccine Excellence comprised of five bureaus: Community Education and Support, Fiscal and Administrative Services, School Immunizations, Surveillance and Research, and Vaccine Programs.

The Director develops and implements a strategic framework for vaccination, which seeks to develop individual and community resilience, address emerging vaccine-preventable disease threats, ensure equitable access to immunization, engage communities, and empower people to adopt healthy behaviors, collect and analyze data to inform development and implementation of health programs, and address vaccine hesitancy. The Director is responsible for ensuring that health equity is meaningfully advanced through the Division’s programmatic, infrastructure, and administrative functions.
