Minimum Qualifications Minimum Qualifications for Provisional Appointment:
You must be a qualified employee of the New York State Department of Environmental Conservation; Office of Parks, Recreation and Historic Preservation; or Adirondack Park Agency and have had one year of permanent competitive or 55-b/55-c service as follows*:
Either A. Biologist 1 (Marine);
Or B. Biologist 1 (Aquatic), Biologist 1 (Ecology), Biologist 1 (Wildlife).
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.
*If we do not have a viable eligible for this title and no more than three individuals interested from among the interested qualified candidates for this position, it may be possible to make a permanent appointment via non-competitive promotion.
Preferred: Must be able to work independently and articulate justification for determination clearly in writing and orally. Work will include coordinating with several Department divisions, and Agencies requiring strong communication skills and the ability to understand relationships between competing natural resource and environmental quality programs.
Duties Description The position is responsible for effective supervision and program direction of the Region 3 Marine Habitat unit. This unit is accountable for the management and protection of the States marine habitat assets, including tidal wetlands and estuaries, encompassing the tidal Hudson River from New York Harbor to the Troy Dam and Long Island Sound in Westchester County. Protection is accomplished by developing plans with other State and federal agencies to protect tidal and coastal habitats as required by the Tidal Wetlands Act, Protection of Waters Act, Freshwater Wetlands Act and the Clean Water Act; and reviewing construction and other development applications within the coastal and tidal wetlands area, to assess and minimize the environmental impact on marine habitat.
The position also provides high level professional and administrative assistance in the coordination of the Hudson River Estuary and Long Island Sound management by the State; coordinates special projects funded by the State and federal agencies; and species management programs; participates in and guides in management planning, including annual work plans and budgets; and oversees, in coordination with Division Direction, and works closely conservation groups to manage expectations and partners on marine habitat matters of shared interest.
