Duties Description Professional Geologist 2 in Remedial Bureau C (RBC). The selected candidate will supervise Section E/field construction inspection unit, and assist DER staff that oversee remedial work for all manufactured gas plant (MGP) sites across the entire state, as well as oversight/inspection on all remedial projects as required in other DER remedial programs in Region 3, as well as assist other bureaus when able to cover sites in the State Superfund, Brownfield Cleanup Program, Resource Conservation and Recovery Act Corrective Action, Environmental Restoration Program and Petroleum Spills Program. The selected candidate will oversee staff that manage and will also personally manage some projects, while meeting project schedules, for sites in the investigation, design, remediation and site management stages. These include the review and evaluation of investigation/design/interim remedial (IRM) measure/corrective action work plans and reports, feasibility studies for remedy selection, permit applications, construction plans and specifications, project completion documents including final engineering reports, construction completion reports, as-builts/record drawings, petroleum spill closure documents, site management plans (long-term operation, monitoring and maintenance plans), etc., to ensure conformance with current/best available remedial technologies, applicable rules, regulations, standards, guidance and policies.
The selected candidate will provide review of remedial design documents for construction applicability and feasibility; develop and manage Standby Engineering contracts for oversight Work Assignments; and train selected representatives for oversight at remedial sites. Therefore, demonstrated extensive past construction experience, particularly on MGP sites, is a requirement for this position.
Candidate will provide technical direction, oversight and management for consultant projects, develop and approve projects budgets, and manage budget compliance during project implementation. The candidate may also be requested to develop components of projects under litigation and ensure technical engineering issues pertaining to those projects comport with the legal cases. This position is essential and directly related to protecting public health and safety and the environment.
This position requires extensive travel (90%) throughout the State, with a significant portion in NYC, covering projects across all remedial programs, but with a particular concentration on MGP sites. This position requires the use of an air purifying respirator (Level C) over the hazard duty differential of at least 30 days a year for an hour or more per day for each of those 30 days (typical use is higher than this threshold). Use of other Level C personal protective equipment. As such, medical clearance and training in the proper use of PPE, as well as demonstrated proficiency in the use of numerous field testing/monitoring equipment and sampling techniques are required. Candidate must be able to navigate difficult terrain in all types of weather and have the ability to routinely lift 50-60 pounds. Candidate must have HAZWOPER 40-hour training for work on hazardous waste sites, with current 8-hour refreshers.
The position requires the ability to work effectively with a variety of stakeholders, including representatives of other Department program divisions, other State agencies, potentially responsible parties, consultants, local officials, and residents. The candidate must perform the full range of supervisory duties including approving leave and tracking time and attendance; identifying staff development needs; evaluating staff performance; and completing performance evaluations, as well as serve as acting bureau director in the bureau director’s absence.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must successfully complete (or have completed) the 40-hour OSHA 1910.120 training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour OSHA HAZWOPER certification. Must be able to lift and move objects up to 50-60 pounds. Telecommuting may be available, will be discussed at interview.
