Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Transfer Eligible - One year of permanent competitive service at Salary Grade 22 or higher and either:
Eligible for transfer under Section 70.1: Permanent competitive service as an Environmental Engineer 2 Civil, Senior Sanitary Engineer. Additional qualifications may be required.
or
Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below;
Open competitive minimum qualifications (provided for 70.4 transfer eligibles): a New York State Professional Engineer's license and current registration AND one year of engineering experience in sanitary, public health or environmental engineering.
If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer or under the 55-b/55-c options cannot be considered.
Candidates who are not eligible for transfer or reinstatement must meet the open competitive or promotion qualifications below and receive, or have received, a passing score on the online Civil Service examination for the Professional Engineer 1 (Environmental) (https://www.cs.ny.gov/engineering/oc (for open competitive candidates) or https://www.cs.ny.gov/engineering/prom/ (for promotional candidates)). Duties Description Under the general direction and supervision of the Regional Air Pollution Control Engineer, the Professional Engineer 1 will be responsible for:
Reviewing engineering plans and applications for air permits from facilities with air contamination sources.
Performing engineering analysis on applications and use agency database to create electronic versions of permits.
Conducting field inspections and complaint investigations of air emission sources. May include working on elevated surfaces/roofs/stacks.
Reviewing compliance certifications and monitoring reports to ensure compliance with permit conditions and all state and federal regulations.
Recording inspections and compliance reviews into database.
Incorporating new rules and regulations from the Climate Leadership and Community Protection Act into reviews of air permit applications.
Helping to supervise Air Resources associate engineers and engineer trainees in the region.
Evaluating and reporting violations of applicable air regulations to supervisor. Prepare case referrals for enforcement when appropriate.
Keeping supervisor informed of emerging issues and complete special projects and assignments as requested by supervisor.
Responding to emergency situations and air incidents as directed by supervisor.
Interacting with and providing information to the general public, the regulated community, other governmental agency representatives, etc.
Essential Functions:
Possess technical knowledge to perform engineering analyses coupled with strong technical writing and oral communication skills.
Possess good management and organizational skills.
Ability to understand and manipulate proprietary computer software programs.
Maintain good working relationships with co-workers and other DEC programs.
Ability to physically inspect regulated facilities’ processes and air emission points with a curiosity to understand the inner workings of many types of industrial facilities.
Capable of effectively working with DEC Central Office, the regulated community, the general public, government officials, and other outside entities.
Ability to travel overnight and to represent the regional program at meetings, training, outside conferences, and other public appearances, as required.
Ability to maintain and continually broaden a working knowledge of technology along with staying abreast of updated regulations to perform duties.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
