Minimum Qualifications "Current NYS Department of Health employee with permanent or contingent-permanent competitive status as a Health Systems Specialist 1 (EMC), G-18 or NYS employee with one year of permanent or contingent-permanent, competitive service as a Health System Specialists 1 (EMC)

Provisional appointment: New York State DOH Emergency Medical Technician-Basic (EMTB), or Advanced EMT – Intermediate (AEMT-I) certification; and four years of administrative experience in an EMS program. Administrative experience includes work as a professional EMS planner; county or regional emergency medical administrator/coordinator, administrator or officer position with an ambulance squad, or EMS educator or trainer.

Substitution: EMS experience in an ambulance service, or advanced support-first response service, may be credited on a month-for-month basis for up to two years of the required experience. College study may be substituted for up to 2 years of the required experience at the rate of 30 credit hours for 1 year of experience.

Experience in a secretarial or clerical position will not be considered qualifying. Clinical and administrative experience in an institutional or other non-pre-hospital setting such as an emergency department, hospital, urgent care facility, or medical office will not be considered qualifying."


Preferred Qualifications:"Five years of experience in a public health, health, emergency service, emergency management / preparedness or other related program. The years of experience should include policy formulation, program planning, design, implementation, evaluation, and/or allocation of resources.
IS-100: Introduction to the Incident Command System, ICS-100; IS-200: Basic Incident Command System for Initial Response, ICS-200; ICS-300: Intermediate Incident Command System for Expanding Incidents; IS-700: National Incident Management System, An Introduction; IS-703: National Incident Management System Resource Management; IS-800: National Response Framework, An Introduction; Training in mass casualty triage systems, such as SALT, START, and JumpSTART.

Excellent leadership, supervisory and interpersonal skills, written and verbal communication skills, and organizational and time management skills, and the ability to motivate a team. Ability to work collaboratively with other departments and agencies; Ability to work under pressure in a fast-paced environment, manage multiple tasks and prioritize responsibilities effectively. Strong customer service skills, analytical and problem-solving skills, and ability to make sound judgment decisions and handle sensitive and confidential information with discretion; Proficiency in Microsoft Office and other relevant software."

Duties Description Under the general direction of the Special Operations Branch Chief, this position is responsible for providing technical planning assistance and developing medical and operational guidelines for a fully integrated statewide medical disaster preparedness response. This includes the developing emergency response plans and procedures; coordinating the use of resources during emergency responses; liaising with internal and external sources; implementing day-to-day and emergency operations procedures; and review and evaluation of local and regional emergency medical system response plans.

Additional Comments All Division of Emergency Medical Systems staff may be required to perform regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (day to weeks), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position requires travel including to areas that may not be serviced by public transportation.
