Eligible for transfer under Section 52.6: Must have current or prior service in a title designated as 52.6 within two salary grades/one M grade of this position. Duties Description The Senior Attorney will provide legal support to the New York State Department of Environmental Conservation and will be assigned to the Corporate Bureau in the Office of General Counsel (OGC). The Senior Attorney will primarily be assigned to work on the following subject matters: contracts; grants; small claims; Americans with Disabilities Act; Freedom of Information Law; Open Meetings Law; Ethics; and State and Federal requirements. More specifically, the Senior Attorney will: work with OGC attorneys, agency staff and Division of Management and Budget Services staff relating to contract and grant review, which includes contract work for the Office of Communication Services; advise the Department’s Accessibility Coordinator on matters relating to the public’s accessibility to state lands to ensure compliance with the Americans with Disabilities Act (ADA); work with OGC Ethics Officer and the newly formed Commission on Ethics and Lobbying in Government to assist with providing Ethics training for the agency; provide legal support and guidance to help ensure the Department remains in compliance with State and Federal requirements (Project Sunlight, Notice of appearance, Title VI, etc. ); work closely with the Records Access Office and Freedom of Information Law (FOIL) Coordinators to assist with the legal review of agency records and assignment/management of incoming requests; provide guidance to OGC and program staff on the Open Meetings Law (OML); draft litigation holds and litigation hold terminations; assist with small claims filed against the Department, working closely with OGC’s Legal Assistant; and work closely with OGC Information Technology Counsel on matters related to agency information risk assessments and technology gaps and vulnerabilities. The Senior Attorney may also be asked to perform other duties, including special projects which provide experience with programs other than those assigned, and to assist the Bureau with workload management.
