Minimum Qualifications Minimum qualifications for provisional appointment:
Must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive or 55-b/55-c service as:
Either A. Biologist 1 (Ecology);
Or B. Biologist 1 (Aquatic), Biologist 1 (Wildlife), Biologist 1 (Marine).
Reassignment - Currently in the title and an employee of DEC
or
Reinstatement Eligible - Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.
or
Transfer Eligible under Section 70.1 - One year of permanent competitive service as a Biologist 2 (Aquatic), (Ecology), (Marine) or (Wildlife), SG23.
If there are no more than three qualified candidates for this position, it may be possible to make a permanent appointment via non-competitive promotion.
Duties Description The Regional Ecosystem Health Manager oversees and directs regional implementation of the Bureau of Ecosystem Health programs within the Division of Fish and Wildlife, including habitat protection, habitat restoration, and environmental monitoring. Primary duties include permitting, compliance and enforcement activities for the Article 24 Freshwater Wetlands and Article 15 Protection of Waters programs, including Resiliency and Economic Development Initiative(REDI) projects. Additional duties include permitting and review of solar and wind energy projects, remediation sites, special projects management and other energy projects such as pipelines, transmission lines and hydroelectric. Duties also include program administration such as: personnel supervision and administration, development of annual work plans and annual budgets, supplies and equipment management, coordination with regional permits, wildlife and fisheries personnel and central office Bureau of Ecosystem Health staff, and public education and outreach efforts.
Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overnight travel may be required.Telecommuting may be available, will be discussed at interview.
