Minimum Qualifications Minimum Qualifications:
Master's Degree in Social Welfare, Criminal Justice, Psychology, Sociology, Computer Science, Statistics or other related field, and six years of professional research experience in the area(s) of child welfare, criminal justice, social work, psychology, sociology, program evaluation or other related field;
A Doctorate Degree in Social Welfare, Criminal Justice, Psychology, Sociology, Computer Science, Statistics or other related field, may substitute for an additional year of research experience in the area(s) of child welfare, criminal justice, social work, psychology, sociology, program evaluation, or other related field.
Duties Description
Collaborating with program area executives, senior research staff, and national leaders in prevention, child welfare and juvenile justice research to identify policy relevant research questions and implement a strategic research agenda for the agency,
Representing the agency at state and national level task forces, workgroups, and meetings,
Coordinating research projects with researchers from other government agencies, universities, private research firms, and technology systems,
Design and execution of creative and sophisticated methodologies to examine complex research questions,
Oversight of new research and federal reporting initiatives, including translating initiative demands into releveant research questions, conducting data anaylses to inform and guide needed programmatic changes, identifying potential data system impacts and coordinating change requests with ITS partners, workplan development and performance monitoring,
Conceptualization and design of new multi-site, longitudinal program evaluation studies, including site and sample selection, measure selection, development of model fidelity assessment and other data collection tools and protocols,
Formulation and implementation of data management, cleaning and analysis approaches,
Multivariate data analysis including the use of linear, logistic regressions, factor analysis, survival analysis, structural equation modeling, and propensity score matching,
Identifying ways to apply predictive analytics and artificial intelligence models to program improvement practices and coordinating with external vendors to support proofs of concept, model development and on-going utilization
Interpreting research findings and their implications for agency policies, programs, and practices as well as their broader applicability to the scientific field,
Preparing comprehensive technical reports covering all aspects of the research, including hypotheses, methodology, description and interpretation of key findings, conclusions, implications, and recommendations, for dissemination to agency policymakers, legislators, the governor, Division of the Budget, the federal government, and other stakeholders,
Authoring research papers for submission to professional peer-reviewed journals, which answer important questions in the scientific field and significantly advance understanding of a problem, process, policy, or program,
Day to day bureau management, including mentoring and supervision of junior research staff, determining bureau staffing requirements and hiring decisions, and prioritizing, assigning, and monitoring work.

Preferred experience includes familiarity with statistical analysis software packages (e.g., SPSS, SAS.)
Background Investigation Requirements:
1) All prospective employees will be investigated through a Criminal Background Check (CBC), which includes State and federal Criminal History Record Checks. All convictions must be reported; conviction of a felony or misdemeanor, or any falsified or omitted information on the prospective appointee’s employment application, may bar appointment or result in removal after appointment. Each case will be determined on its own merits, consistent with the applicable provisions of State and federal laws, rules, and regulations. Prospective employees will be fingerprinted in order to obtain a record of their criminal history information, and may be required to pay any necessary fees.
2) All prospective employees will be screened against the Statewide Central Register of Child Abuse and Maltreatment (SCR). Prospective employees will be required to pay any necessary fees.
3) For Division of Juvenile Justice and Opportunities for Youth (DJJOY) prospective appointees will be checked against the Staff Exclusion List (SEL) maintained by the Justice Center for the Protection of People with Special Needs. Prospective employees whose names appear on the SEL as having been found responsible for serious or repeated acts of abuse or neglect will be barred from appointment and may have their names removed from the eligible list(s) for the title(s) if applicable.
