Duties Description Under the general direction and supervision of the Chief, Engineering and Technology Support (ETS) Section, the Environmental Program Specialist 1 (EPS1) will be responsible for working with Division staff to define and develop requirements for new and existing information technology (IT) systems and processes necessary to the Division. Responsibilities include:

Technical Support
The Air Facility System (AFS) software is used by the Division to track air emissions data, process air applications and permits, check the validity of data submitted by permitted facilities, facilitate compliance and enforcement activities associated with air quality requirements, develop a statewide emissions inventory, and to conduct billing as required by State and federal statutes. The EPS1 will support Program staff’s use of AFS.

Program Liaison for Office of Information Technology Services (OITS) Resources
• Interact with Office of Information Technology Services (OITS) staff to ensure that the unique needs of AFS and the Division are being met.
• Analyze processes, find and implement solutions to IT systems utilized by the Division, with a specific focus on the continued maintenance of the AFS and eFind software platforms and ACE electronic reporting which are vital to the Division’s permitting process and proper billing of NYS air permitted facilities.
• Provide vital information technology support to Air Resources’ staff.
• Serve as Program’s Information Technology Service Management (ITSM) designee.

Division Outreach
The ETS Section is responsible for the Division’s outreach efforts including all written, electronic and social media publications. The EPS1 will support the Division’s outreach efforts and web services to ensure all outreach materials and webpages are maintained and up to date. This will include knowledge of the agency’s web posting standards.

Division Training and Health & Safety
• The ETS Section is responsible for coordinating training activities for all Division staff and serves as liaison for the DEC training office. The incumbent will work with Program staff to support the Division’s training efforts.
• The ETS Section is responsible for Coordinating Program’s Health and Safety Needs. The incumbent will work with Program’s Health and Safety Coordinator to ensure program staff needs are addressed and staff comply with prescribed health and safety guidelines.

• Strong verbal and written communication skills and ability to present information and results.
• Able to possess and broaden working knowledge of technology intensive, mandatory programs, including an understanding of technical documents.
• Able to travel to meetings and outside conferences as required. Able to represent Bureau/Division at meetings and conferences.
• Ability to work independently and professionally.
• Capable of dealing effectively with the public, government, vendors, consultants, and other outside entities.
• Able to understand and manipulate higher level computer software programs.

Additional Comments Must have a valid driver’s license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required. Telecommuting may be available, will be discussed at interview.
